Lebanon Programme

Legal Action is leading on multiple projects in the regions and in order to meet our evolving needs we are looking for a dynamic Finance Manager to join our dedicated team to oversee day-to-day financial matters ensure projects are run effectively and effectively. The Finance Manager will be responsible for the budget management, auditing, procedures. 

POSITION DESCRIPTION 

Role Overview and Responsibility:   

The Finance and Administration Manager will support the Programme Manager and Head of Finance to manage the project and donor grants, ensuring finance is supporting the programme on all financial aspects (procurement, cash calls, payroll ) is running smoothly and effectively in compliance with LAW and national obligations.  The post holder will perform duties in accordance with the responsibilities outlined below:  
 
Finance Management and Accountability  
•    Develop budgets and oversee programme expenditure, ensuring accurate projections of spend and implementation of expenditure plans;
•    Ensure compliance with LAW policies and procedures and donors’ regulations.
•    Oversee financial procedures (receipts, payments, payroll), including recording of transactions related to programme activities; 
•    Responsible for monthly cash calls and yearly including forecast projections;
•    Implementation and monitor financial controls including bank reconciliations and other control accounts, finance reports, etc; 
•    Ensure and oversee accurate data entry into the Navigation accounting system for monthly reporting; 
•    Prepare financial reports to donors and management; 
•    Organise and manage internal and external audits as per donor policies where appropriate; 
•    Produce statutory (legal) accounts and other legal returns for LA; 
•    Develop, implement and maintain financial policies and procedures taking into consideration donor requirements where applicable; 
•    Monitoring of expenses to budget. 

Human Resource Management

In coordination with the Global Head of Human Resources

•    Oversee the preparation and maintain records of all contract’s personnel files, leave records etc. to ensure they are complete and up to date for audit purposes;
•    Responsible to prepare and issue contracts, both internal (staff, consultants) and external (service providers/ suppliers, other vendors), and maintain a tracker contract expiry, dates of renewal are documented and up to date;
•    Management of the payroll, calculation of all taxes, including income tax and National Social Security Fund (NSSF) contributions;

Logistics and administrative roles 

•    Manage the office administrative activities including preparation and follow up of the office administrative budget and support costs; 
•    Ensure LA policies for HR and administration functions are updated and implemented; 
•    Manage the contracts for services and supplies, and ensure they are within the policy and guidelines; 
•    Support all logistics-related activities including travel and security and ensure policies and procedures for procurement and services are followed; 
•    Organise the procurement, use, replacement, and disposal of equipment in accordance with LA and donor policies and procedures. 

 

Experience, Skills and Qualifications Required:

 

  • A minimum of five years’ experience in financial management, professional designation preferred;
  • Experience with an International NGO essential;
  • Bachelors Degree in Accounting and Business Administration;
  • Certified in Public Accounting (CPA) or Certified Public Secretaries (CPS) preferred;
  • Solid competences in MS Office, advanced Excel and IT tools;
  • Good knowledge of ERP Systems preferably Microsoft Dynamics Navision;
  • Demonstrated financial management and accounting skills, with experience in foreign assistance funding management;
  • Excellent communication skills both verbal and written in English, and ability to present complex information;
  • Ability to work effectively and accurately on multiple tasks and manage own deadlines.
  • Ability to work with minimum supervision.
