RDFL-Beirut in collaboration with Plan International is seeking an advocacy
consultant/Trainer to implement advocacy trainings for youth groups.

Project Background:
This consultancy falls under outcome 1 & outcome 3 for the Four years project titled “ Civil
Society Strengthening” Project funded by “The Swedish International Development
Cooperation Agency, SIDA” and implemented in Bekaa and Beirut/Mount Lebanon by “The
Lebanese Democratic Women’s Gathering, RDFL” and three other youth community-based
organizations in partnership with “Plan International Lebanon”.
Plan International and RDFL have set three intermediate outcomes that will contribute to
the ultimate expected impact of the project which is to increase enjoyment of human rights
by women and girls and the advancement of gender equality in a vibrant and pluralistic civil
society.

Outcome 1: Selected formal and non-formal CSOs and three youth-led groups have
increased (organizational and technical) capacities and skills to promote and support age-
appropriate SRHR and contribute to change harmful social norms including CEFM (Child
Early and Forced Marriages) and other forms of GBV.
Outcome 2: Girls, boys and young women and men have the knowledge, attitudes and
behaviours to make informed decisions around bodies, sexuality and relationships; and
promote and enhance gender equality.
Outcome 3: CSOs and youth-led groups in Lebanon actively engage with Governmental
institutions, (duty bearers), national actors, CSOs, media and service providers to promote
positive change around gender equality, SRHR, including tackling CEFM and other forms of
GBV.

Building on outcome 1 & 3, the project will support the selected three youth-led groups to
have increased organizational and technical capacities. The increased skills and capacities

are to promote and support age appropriate, gender-sensitive SRHR and combat GBV
including Child early and forced marriage through the conducted youth-led initiatives.

Consultancy Responsibilities and Deliverables:
● Develop a training toolkit based on the needs of the youth, on advocacy and leading
initiatives. The toolkit should include trainings related to develop advocacy
campaigns, communications skills, public speaking, leading initiatives, digital
advocacy etc..)
● Design and develop each session in the above-mentioned tool-kit.
● Facilitate and coordinate with RDFL and the youth groups in implementation of these
trainings.
● Mentor and guide the trained youth groups on developing advocacy initiatives and
events.
● Support the youth groups to implement youth led initiatives.
● Produce a final report on the outcomes of the trainings and lesson learned for the
youth.
The trainings will aim to:
● Strengthen knowledge of advocacy strategies, tools & tactics
● The functioning of international and regional institutions
● Provide a shared language, set of tools and tactics to be used collectively in advocacy
efforts
● Encourage the youth to plan their own initiatives related to Gender equality, SRHR
and GBV
● Enhance their events planning techniques
● Teach the youth how to promote and market their ideas in order to enrich their
fundraising skills.

The candidate must demonstrate commitment to the cause either through previous
experiences or any other activities related to the cause.

The consultant will support RDFL and Plan International in the design, development,
delivery, and evaluation of an internal Advocacy Training Programme for the youth groups.

Qualifications/Job Requirements:
● a minimum of 4 years’ experience on working with youth and facilitating trainings on
advocacy and gender equality.
● Excellent demonstrated knowledge on Advocacy, Gender equality, SRHR and GBV.
● Demonstrated experience on mentoring youth on leading initiatives and events.
● Ability to coordinate with multiple and diverse stakeholders; 
● Detail oriented, with strong time management and planning skills
● Must possess personal attributes such as integrity, focus, diligence and ability to
communicate effectively and persuade others towards their point of view.
● Problem-solving, leadership, organizational, analytical and interpersonal skills.

Consultancy Time Frame:
The whole consultancy is around 30 working days.
It is anticipated that the whole consultancy should start by the 1 st of June 2022.
