Call for Researcher(s): Transparency in the Power Sector

LTA is calling for Expert(s) in Governance, Transparency with an interest and knowledge in the Power Sector to undertake the writing of a research paper on Transparency in the Power Sector. The applicants are requested to include in their application: their CV, and a previous writing sample. Applications of co-authorship are recommended.
This call falls under the scope of LTA's ARK EPATL SMALL GRANTS funded project on "Transparency in the Power Sector".This project aims to facilitate the advocacy for a transparent power sector and to provide the Lebanese general public with reliable and up to date data. The project will contribute to building a collective evidence-based effort to fight corruption in the power sector. By adopting transparent measures and having an aware and engaged citizenry to monitor and render stakeholders accountable, Lebanon can efficiently advance in its much-needed sectoral reform towards an accountable and integrity based public sector
Analyzing Transparency in the Power Sector in Lebanon:
1- Provide an overview of the Sector and the corruption and/or lack of transparency existing risks
2- Analyzing the existent frameworks that contribute to transparency in the sector and the challenges persisting
3- Elaborate on international best practices
4- Suggesting recommendations
Scope of services
The key roles and responsibilities of the position are to provide the following services with strong analytical and qualitative skills:
1. Undertake desk-based research and analysis
2. Conduct at least 3 Key Informant Interviews (KIIs);
3. Produce the study including findings and recommendations.
Output/Deliverables
The contract shall commence on December 21st, and ends on January 30th. The position is expected to deliver the following over the term of the contract to the satisfaction of the executive office:
1. Output 1: A Detailed outline of the research paper to be delivered by January 10.
2. Output 2: First Draft of the research paper including desk-based review, KIIs, and recommendations by January 20th.
3. Output 3: Final version of the research paper by January 28th.
Qualifications and Experience
The Candidate will possess strong qualifications and experience to support (technical area) and policy making processes, including:
A Bachelor’s degree in Political Science, Law, Economics, Public Policy, Good Governance, Anti-Corruption or other related areas.
At least 5 years relevant work experience in the area of law, economics, public policy or equivalent.
Strong knowledge in the Lebanese legal context with a focus on Transparency
Excellent written and communication skills with fluency in Arabic and English.
Proficiency in data qualitative and legal analysis.
Proven ability to work independently and to take initiative to progress timely deliverables
Evaluation Criteria
The Call will be evaluated and selected based on the following criteria:
Qualifications of the Research Team/Researcher: 50% Methodology of work: 40%
Budget: 10%
