Job Purpose
Under the overall direction of the Lebanese Red Cross Planning Unit, the Community Engagement and Accountability (CEA) Officer will support the Lebanese Red Cross mainstream CEA activities into the Covid-19 response, recovery phase and build CEA capacity in the wider organisation in addition to reporting duties.
Job Duties and Responsibilities
Work with LRC leadership and key programmatic staff to mainstream and institutionalise CEA in emergency responses.
This includes, but is not limited to, the following areas of work:
Work with LRC to support the development of CEA activities during the response and recovery phases of the Covid-19 emergency in Lebanon.
Support LRC to ensure minimum CEA programme quality standards and Core Humanitarian Standards are achieved and maintained in emergency responses and ongoing programming.
Support in the development of a national society level CEA framework to guide the different sectors and sections
Support the design, implementation and promotion of CEA reviews, and learning events, identifying opportunities for comparisons across programmes of a similar nature, and where possible similar national societies.
Provide specific CEA technical support to LRC programmes as requested by LRC
Work with LRC to coordinate Movement activities in CEA across all partner national societies, IFRC and ICRC.
Contribute to the development of the national society reports, while focusing on the CEA components
Follow up with the different sectors and sections on the reporting process, deadlines and requirements
Quality check the submitted reports and ensure that the CEA standards are adequately reflected in the documents
Translate basic documents (English–Arabic and vice versa) when needs arise.
Attend LRC meetings and events as appropriate, in addition to RCRC and other external partners’ technical events focusing on CEA
Handle additional duties as assigned by the head of the Planning Unit and senior PMER officer
Qualifications
Technical expertise in community engagement and accountability, community development, inclusion/gender mainstreaming, programme communications, facilitation, design of training packages, monitoring and documentation of learning
Clear and precise oral and written communication skills, including ability to engage with a variety of staff and visitors of different experience and managerial levels
Significant experience in designing tailored training packages and tools on CEA, inclusion as well as Core Humanitarian Standards.
Up-to-date knowledge of good practices in performance and accountability, particularly CEA, CHS, PCM, M&E, and learning
Build organisational partnerships and capacity, with a specific focus on national/local partners, in CEA, CHS, or related area
Experience in effective report writing
Experience of using a variety of approaches to build capacity of individual staff and organisations, with a focus on CEA
Practical field experience of designing, establishing, and supporting beneficiary accountability systems
Experience coordinating complex projects with multiple stakeholders
Self-sufficient in computers (particularly Excel, Word, SharePoint, PowerPoint)
Languages: English and Arabic; French is a plus
Relevant experience in RC/RC movement is preferred
