Main Role

The BA Officer is responsible to implement the Lebanese Red Cross Disaster Management BA components (in-kind, cash transfer and voucher programming) for the response to crisis and vulnerable communities while maintaining contact with relevant stakeholders and reporting progress to the BA Manager.

 

Essential Responsibilities and Duties

  • Manage all BA program data linking to Red-Rose (RR) and GIS data extraction, database updates, data sharing, and analysis
  • Support in managing the monthly activity planning as per set targets (monthly, quarterly, annually) and deadlines by the Program/Project Plan of Action in close collaboration with the DM BA Focal Persons
  • Monitor and evaluate the implementation of the BA activities to determine more areas for improvement and best practices
  • Maintain effective and efficient oversight, support, quality control and reporting systems and processes
  • Ensure updated project documents, for quality and timely implementation of project
  • Ensure regular field monitoring and modifications as required
  • Adhere to reporting guidelines for field trips, trainings etc.
  • Provide direction and monitor field staff in their implementation of the work plan and quality of technical activities
  • Facilitate requirements and make recommendation for planned activities
  • Facilitate and support in organizing planning meetings and workshops when required
  • Ensure relevant thematic issues are mainstreamed in the BA program if appropriate
  • Ensure that gender, protection, the environment, and other important cross- cutting concerns are taken into account in program design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities

Operational/Technical Roles and Responsibilities

  • Provide technical support for other team staff/programs in operations related to vulnerability assessment, FI/NFI distribution standards, and the utilization of e-vouchers
  • Provide inputs/review data and other documentation on the project to the BA Manager and support in the reporting process in accordance to LRC DMU established procedures and processes and assist in preparing periodic and ad-hoc reports on operational activities
  • Manage all CRM requests and reports that are relevant for information updates and financial aspects
  • Understand theoretical and operational similarities and differences between in-kind and cash transfer programing, to invest in the day-to-day decisions that need to happen, and to be better able to support branches with interventions, activity planning, and capacity building
  • Manage data cleaning, analysis, and cross-checking of all beneficiaries’ data
  • Ensure that monitoring and reports are prepared according to the tools adopted and timely delivered
  • Contribute to tool development, planning sessions, and attend coordination meetings as requested by the BA Manager
  • Contribute to the development of SOPs and updating the processes as needed
  • Assist in acquainting field operations and other programs in new features and changes to the BA program tools and systems by assisting coaching and on the job training when required
  • Undertake regular field monitoring visits and household level verification of beneficiaries
  • Coordinate with PMER and CEA Officers to ensure adequate program updates are being fed back to support with beneficiary communications
  • Coordinate with Logistics/Procurement/ Finance Officers to ensure proper implementation of activities

 

Function Specific Experience

  • Experience in Eco-sec/Cash-based/Food security project management is essential
  • Previous experience as an LRC volunteer is an asset
  • Data management and Analysis – excel, SPSS, and similar tools
  • Industry Related Experience
  • Relevant experience in the Lebanese Red Cross or a similar humanitarian sector
