Project Summary

The Lebanese Developers is implementing a project in the region of Nahr el Joz to support eco-tourism and income generation activities in the area, in collaboration with the Koura and Batroun Union of Municipalities and funded by GIZ Urban Development Programme for deprived Areas in North Lebanon (UDP-NL).

The overall goal of this project is to promote eco-tourism in the Nahr el Joz area with the aim to enhance the local business development.

The project will be implemented in the frame of a Cash for Work (CfW) intervention. 

Job description

In coordination with Technical Advisor and under the supervision of the Project Manager, the officer will be responsible for the Monitoring and Evaluation of the Mills project.

Duties

  • Design proper M&E plan and framework for the project and regularly update/adapt the M&E plan;
  • Develop qualitative and quantitative data collection tools;
  • Conduct comprehensive baseline and endline assessments of all CFW beneficiaries to assess the success of the CFW activities and the level of impact achieved;
  • Conduct participatory monitoring activities with CFW beneficiaries using a varied suite of tools to get information and feedback on the quality and relevance of assistance;
  • Develop of data collection methodology and tools;
  • Develop and maintain a database of beneficiaries in order to collect and compile detailed information about them;
  • Regularly undertake field monitoring visits as planned with the Project Manager;
  • Ensure the high quality of data by ensuring the accurate data collection, data entry and upload as well as basic analysis of information;
  • Ensure timely reporting on monitoring activities in line with work plans and project timeline;
  • Provide regular verbal and written feedback on field observations and monitoring findings to the Project Manager and relevant program staff;
  • Work closely with the CFW team, conducting any monitoring activities;
  • Support and collaborate with Project Assistant (database assistant), to ensure timely and accurate monitoring of CFW daily attendance;
  • Participate in project design and developing /setting up logical frameworks;
  • Consolidate field data to be submitted regularly to donors in accordance with the program frameworks and indicators, to ensure compliance with internal and donor requirements;
  • Collect and submit regularly to the Project Manager M&E quantitative and qualitative data to feed into the project and be used for the monthly report;
  • In collaboration with the Project Manager, plan and implement internal monthly and quarterly project reviews;
  • Ensure compliance of project M&E frameworks with donors deadlines and M&E guidelines;
  • Support the development of relevant accountability initiatives in the field;
  • When needed, produce high-quality information and analysis based on the project frameworks and indicators;
  • Share lessons learned from reporting regularly with the Project Manager, communicate recommendations and regularly follow up the implementation of these recommendations;
  • Support internal and external evaluations focusing on overall achievements of objectives, key recommendations for ensuring sustainability, lessons learned and ideas for future interventions.
  • Other tasks as assigned by the Project Manager.

Profile

  • University degree in Information Management, International development, Project Management or any relevant field. Specific M&E course/degree would be an asset.
  • At least 3 years of experience in monitoring, information management, data collection and evaluation for international projects/donors/organizations, development projects, preferably in the humanitarian/social development or refugee assistance fields.
  • Proven Experience in setting up M&E mechanisms and tools.
  • Experience/knowledge in data entry and database management and mobile device and other software technology (Kobo toolbox).
  • Excellent understanding of result frameworks & indicators, especially EU frameworks, as well as international M&E standards and applications.
  • Good knowledge of international donors and organizations working in development and humanitarian sectors fields in Lebanon.
  • Excellent writing, data collection/analysis and presentation skills.
  • Professional working knowledge of English and Arabic is required.
  • Excellent coordination and team work skills.
