1. About LADE
LADE is a Lebanese non-profit and non-partisan organization advocating for election integrity and fair representation as two vital pillars for a functional democracy. Since its establishment in 1996, the Lebanese Association for Democratic Elections (LADE) has been heavily involved in instigating electoral reform on a national level through a set of well-designed interventions amongst which election monitoring constitutes a cornerstone for a viable parliament, where it features as a necessary tool to assess the electoral framework and propose amendments when needed. The association’s early efforts reached paramount in 1998 with the implementation and management of a full-fledged campaign aiming at restoring local elections across Lebanon for the first time since the breakout of the Lebanese Civil War. Consequently, LADE’s role grew further and as a leading reformist organization. LADE’s awareness extended throughout the years to cover pre-elections, e-day and post-elections activities. Moreover, the association has been able, in a short period of time, to catch up with the academic and societal debates around media ethics and gender participation and has successfully developed a multifaceted and multidisciplinary approach to citizenship and electoral reform.
2. Project Overview
LADE, in partnership with the European Union, launched a 30-month project aimed at making Lebanon’s parliamentary elections more democratic and aligned with international standards. The project will focus on implementing electoral reforms, strengthening electoral bodies, and promoting transparency and inclusiveness through civil society engagement. The project aims to increase public confidence and the perceived integrity of the electoral process by introducing at least three major reforms and improving perceptions of electoral fairness among both the public and international observers.
3. Objective
The M&E Consultant will develop and implement a comprehensive monitoring and evaluation (M&E) framework for LADE's electoral reform project funded by the European Union. The consultant will ensure that data collection methods are practical and effective, assist in training project staff on M&E techniques, and provide ongoing support throughout the project lifecycle. The role also includes preparing baseline and end-line reports and supporting external evaluation efforts.
4. Scope of Work
The consultant will be responsible for the following tasks:
- M&E Framework Development:
- Develop and update a results-based M&E system for the electoral reform project.
- Design and implement data collection methodologies for project activities and interventions.
- Ensure project monitoring aligns with performance indicators and project goals.
- Training & Capacity Building:
- Organize and conduct training sessions for project staff on M&E techniques, data collection, and impact assessment.
- Provide follow-up coaching and support to ensure effective implementation of M&E activities.
- Data Collection & Monitoring:
- Assist in the collection of baseline data and establish tracking databases.
- Ensure continuous monitoring of project interventions and capture progress and impact.
- Support project staff in implementing data collection tools and methodologies.
- Evaluation & Reporting:
- Prepare and submit M&E reports outlining the project’s progress, challenges, and key learnings.
- Support the preparation of baseline and end-line reports based on the project’s log frame and indicators.
- Contribute to external evaluation processes by providing relevant data and insights.
5. Required Qualification and Expertise
- Master’s degree in Social Sciences, Political Science, Development Studies, or a related field.

Minimum of 5 years of experience in monitoring and evaluation of development projects, particularly in governance, electoral reform, or democracy-building.

Proven experience in designing M&E frameworks, data collection methodologies, and evaluation processes.

Experience working with international donors such as the EU.

Previous experience working on electoral reform projects or in the MENA region is highly desirable.

Strong knowledge of M&E methodologies, data collection techniques, and impact assessment tools.

Excellent analytical skills and ability to draw actionable insights from complex data.

Ability to design and implement practical data collection tools and systems.

Excellent communication and report-writing skills.

Familiarity with project management and M&E frameworks.

6. Preferred Competencies
- Experience working with Lebanese electoral bodies or civil society organizations focused on electoral integrity.
- Fluency in Arabic and English (French is a plus).
- Strong organizational and time-management skills with a proactive approach to risk management.
