Job Description

The Program Manager will have direct management responsibility for the Bureau and the program within the parameters set out by LCDE approved strategies, annual plans and budgets.

 

The Program Manager will be responsible for the following:

 

  • Establish and Manage LCDE Bureau in Lebanon
    • Prepare internal and external Bureau Rules and Regulations Documents
    • Work towards the local registration of LCDE delegation as a non-governmental organization in Lebanon
    • Represent LCDE in Lebanon
    • Monitor Bureau and program activities performance
    • Manage Bureau human resources, financial, and logistics, within the legal framework in Lebanon (taxes, import/export, and labor legislation, among others)
    • Prepare, implement, and monitor country specific security plan covering Bureau and program security needs, proposing measures to prevent, adapt and react to security incidents, and reporting security and safety incidents immediately
    • Provide monthly, quarterly, yearly, and specific reports
    • Ensure professional and timely communication with LCDE headquarters and regional offices, and with local and international stakeholders

 

  • Advocate for national congenital anomalies care strategy

 

  • Build partnerships and liaise with internal and external stakeholders:
  • Participate actively in humanitarian forums and relevant coordination meetings and thematic working groups

 

  • Program management of LCDE activities in the country:
  • Manage the preparation and implementation of needed assessments and program/ project proposals
  • Work towards mobilizing needed resources, management of grants, and implementation of activities

 

Reporting to:

The Program Manager is under the direct supervision of the Field Coordinator for Jordan and Lebanon, based in Amman.

Profile

 

Professional experience

  • Extensive experience in public health, development, or humanitarian program implementation (essential)
  • Demonstrated experience in context analysis, project cycle management including designing, implementing, reporting, monitoring, evaluating and budgeting (essential)
  • Experience in human resources, financial, and logistics management (essential)
  • Sound work experience in different grant development and institutional funding, especially AFD (essential)
  • Previous work experience in Lebanon and in the health sector (desired)
  • Experience in advocating with national, local, and international stakeholders (desired)

Education and Experience

  • Graduate degree in project management, development studies, international cooperation / relations, public health, health care management or related education (essential)
  • At least five years of experience in public health, health care management, humanitarian/ developmental project implementation (essential)

  • Excellent command of Microsoft Office software tools (especially EXCEL, Word, and PowerPoint)

Conditions

  • The contract is for one year, to be extended pending funding availability, and depending on work performance.
  • Salary will be based on internal grid
