Consultant for Reviewing and Updating Financial Manuals and Procurement Guidelines

  1. Scope of the Call

To enhance the efficiency, transparency, and compliance of financial and procurement practices, we aim to review and update two of our partners' financial manuals and procurement guidelines. This initiative will ensure alignment with international standards, donor requirements, and local regulations.

 

  1. Objectives of the Consultancy

The consultant will be responsible for:

  • Conducting a comprehensive review of the existing financial manuals and procurement guidelines of the two partner organizations.
  • Identifying gaps, inconsistencies, and areas for improvement in the current policies and procedures.
  • Updating the manuals and guidelines to ensure compliance with international best practices, donor requirements, and local legal frameworks.
  • Providing clear, user-friendly, and practical recommendations for implementation.
  • Offering training or orientation to the partner organizations on the updated documents.

 

  1. Scope of Work

The consultant will:

  1. Review the current financial manuals and procurement guidelines of the two partner organizations.
  2. Conduct consultations with each partner organization to understand their specific needs, challenges, and operational contexts.
  3. Benchmark the documents against international best practices, donor regulations, and local legal requirements.
  4. Draft updated versions of the financial manuals and procurement guidelines tailored to each partner organization.
  5. Deliver a concise report summarizing the process, findings, and key recommendations to each partner.
  6. Conduct a training or orientation session for the partner organizations on the use and implementation of the updated manuals.

 

  1. Deliverables

The consultant will deliver:

  1. A detailed work plan and methodology at the start of the consultancy.
  2. Draft updated financial manuals and procurement guidelines for each partner organization.
  3. Finalized versions of the manuals and guidelines, incorporating feedback.
  4. A summary report outlining the key updates made and recommendations for implementation.
  5. Training or orientation materials and a facilitated session for partners.

 

  1. Duration and Timeline
  • Start Date: 01 April 2025
  • End Date: 15 June 2025
  • The consultancy is expected to last approximately 2 and half months.

 

  1.  Required Qualifications

The ideal consultant should possess:

  • Advanced qualifications in finance, accounting, procurement, or a related field.
  • Proven experience in developing or updating financial and procurement policies for non-profits or similar organizations.
  • Strong knowledge of international financial standards, donor requirements, and local legal frameworks.
  • Excellent analytical, writing, and communication skills.
  • Experience in conducting training or orientation sessions.
  • Fluency in English and Arabic
