The Center Manager will lead and is accountable for all the programmatic and management aspects of D&R’s humanitarian interventions mainly for the primary healthcare services in north Bekaa, the position will be based in Baalbek. He/she will oversee effective management and relationships with relevant stakeholders, manage interventions through the “Healthcare and Social Center”, including budget management, lead in preparing and developing high-quality programme plans, including M&E and procurement plans, progress and donor reports, ensure appropriate monitoring and projects quality, and enhance learning and representation. In addition, the Manager will also support in identifying scaling up opportunities and new project ideas in line with humanitarian needs on the ground.

He/she will work closely with physicians and healthcare providers, registered nurses, medical and clinical laboratory technologists and technicians, and other non-medical staff and social workers, interact with patients with different nationalities, partners, donors and other stockholders.

 

Key Responsibilities

  • Improve efficiency and quality in delivering healthcare services and other complementary services.
  • Develop departmental goals and objectives
  • Ensure that the center is up to date on and compliant with protocols and regulations
  • Recruit, train, and supervise medical and non-medical staff members
  • Create work schedules with regular follow-ups and monitoring.
  • Keeps track of client cases  with the center’s services and maintaining accurate records and preparing reports
  • Ensure that all data is being collected and analyzed on a regular basis  (daily, weekly and monthly)
  • Prepare and monitor budgets and spending to ensure departments operate within funding limits
  • Represent the association at the relevant sector coordination meetings and on other related meetings
  • Managing the center’s medical and non-medical staff and communicate effectively with the members' department heads

 

Program Management:

  • Promote monitoring and evaluation and programme quality, by supporting the design and adaptation of monitoring frameworks, monitoring tools, review and follow-up on findings and evaluations
  • Provide robust monitoring of budgets and projects spending trends, and propose budgetary adjustments
  • Lead on initiating relevant procurement processes, in line with programme spending and procurement planning;
  • Ensure a constant and constructive relationship with stockholders in the areas of intervention
  • Lead in preparing narrative progress reports for donors in collaboration with the staff, technical advisors, funding coordinator and support teams. Ensuring narrative reporting that meets the donors’ requirements
  • Support humanitarian proposal development including supporting on the design and implementation of any needs assessments exercises as relevant
  • Ensure compliance with the rules and regulations of D&R and its donors.
  •  Support in the identification of new humanitarian interventions in D&R’s areas of implementation

 

Team Management:

  • Recruit and line manage relevant staff for the center
  • Ensure staff are compliant with key policies and procedures including the code of conduct
  • Solicit appropriate training and learning opportunities for team members in line with their performance objectives and ensure regular coaching
  • Oversee performance management and staff development of team members, and provide necessary and timely feedback to all staff being directly managed
  • Ensure the physical welfare, well-being, and professional development of staff directly assigned to the center.

 

External Representation

  • Attend relevant sector interagency and local coordination meetings (Health, protection, MHPSS etc) as appropriate and/or ensure that technical staff attend those meetings regularly and feed information for continuous programme adaptation and compliance with sector standards
  • Serve as project representative to external stakeholders, such as donors, municipalities, and Healthcare establishments
  • Assist with the coordination of visits of donors, Ministry of Public Health and/or partners related to the fields of intervention.

 

Experience, Qualifications & Competencies                 

  • A Bachelor’s degree in a relevant discipline such as health administration, health management, nursing, public health administration, or business administration... or equivalent experience that focus on both management and healthcare combine business-related courses with courses in medical terminology, hospital organization, and health information systems, master’s degree is preferred.
  • 3-5 years’ experience within the humanitarian sector in a senior role/ an administrative or a clinical role in a hospital or other healthcare facility
  • Technical skills and ability to follow advances in healthcare technology. e.g.  using coding and classification software and electronic health record systems
  • Project cycle management experience, including work planning, budgeting, reporting, and monitoring & evaluation 
  • Strong understanding of the project cycle and of M&E systems

  • Capability of managing and facilitating group discussions
  • Very good listening and facilitation skills
  • Diplomacy, tact and negotiating skills
  • Good interpersonal, influencing and communication skills
  • Proven team leadership and ability to work independently as required
  • Computer literacy with demonstrated experience in utilization of databases and Microsoft Office.
  • Excellent English and Arabic language skills are essential
