”ResiLAND - AID 012590/06/4”-Supply and installation of renewable energy systems for the private sector and associations in Jabal Moussa and the Chouf Biosphere Reserve
The subject of this contract falls within the Project “Resiland - Promoting resilience to
climate change through planning, capacity development and integrated land management”,
cofounded by the Italian Agency for Cooperation and development (AICS) and implemented
by the Italian Ngo Istituto Oikos, in partnership with the Al-Chouf Cedar Society (ACS) and
the Association for the Protection of Jabal Moussa (APJM).
The demand for energy and electricity has weighed heavily on the Lebanese economy in
recent years, a country exclusively dependent on imports of petroleum products to ensure
the production of electricity and heating. Renewable energy technologies, on the other
hand, promise stable, clean and lately also inexpensive energy and heating systems.
This action will create a support mechanism for 28 (twenty-eight) initiatives, operating in the
agro-food and ecotourism sectors and for civil society associations operating in the sectors
of the environment protection and social inclusion, thanks to the installation of renewable
energy systems. Out of 28, 15 are located in the Shouf Biosphere Reserve (SBR) in the
following villages: 1 Baadarane; 1 Botmeh; 1 Mrusti; 2 Barouk; 2 Maasser; 2 Khreibeh; 3 Ain
Zhalta; 1 Warhanieh.
The remaining ones are located in Jabal Moussa Biosphere Reserve (JMBR): 3 Al-Eebreh
village; 5 Yahchouch; 4 Ghbaleh; 2 Nahr El Dahab; 1 Qehmez.
The supply, delivery, siting and installation, testing, maintenance, and follow up of the RES
systems, namely photovoltaic and Biomass heating will be directly at the village where they
will be installed.

To be noted, if the tenderer can provide slightly different equipment, this can be accepted as
long as the information/functionalities offered are the same as those mentioned above. In
such cases, the tenderer should indicate exactly what items from the list in the document
c4f_annexiitechspeciiitechoffer_en will be replaced by those suggested by the tenderer, as
well as highlight any difference that there may be between the two systems. Be aware that
changes that are not fully compliant with the items listed by the contracting authority will be
excluded and that the award criteria will still be the most economically advantageous offer.
1.2 The supplies must comply fully with the technical specifications (See Annex I of the
Tender Form)
1.3 Tenderers are not authorised to tender for a variant solution in addition to the present
tender.
