Job Title      : GBV Expert (Gender Based Violence Expert)

Reports to          : Project Manager (Line Manager) and Protection Coordinator (Technical Referent)

Job Purpose:

 

The position is aimed at ensuring technical support and quality of INTERSOS protection activities on Gender-Based Violence (GBV) components in North Lebanon, with a focus on quality case management, development of INTERSOS - Lebanon’s PSS strategy. 

 

The GBV expert will lead, coordinate and support the implementation of GBV protection-related activities in areas of intervention, in particular case management, individual psychological counselling and psycho-social support. Develop trend analysis according to INTERSOS Protection Strategy and in line with international Protection Guidelines.

Guarantee the correct and efficient implementation of the projects protection-related activities in and the overall supervision of the project team on protection level.

 

Generic Duties:

 

Program Development:  

  1. Develop and/or contextualize protection-related tools and mechanisms, more specifically on GBV key concepts and related issues to support and improve quality of program implementation
  2. Ensure a permanent protection mainstreaming and monitoring of protection activities throughout project
  3. Build staff capacity on protection-related issues and tools throughout project implementation particularly GBV components
  4. Develop strategies for effectively engaging communities in GBV prevention and response while maintaining Accountability to Affected Populations
  5. Organize regular meetings to prepare, manage and regularly update the protection project activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines;
  6. Ensure timely and quality implementation of the work plan in coordination with the project manager and the protection coordinator
  7. Regularly Capture Best Practices and Challenges in GBV prevention and response and share with the team and wider Intersos for learning;

 

Coordination & Representation:

  1. Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.
  2.  Represent Intersos in the regional GBV sub cluster as well as coordinate with  partners and relevant stakeholders with regards to technical GBV aspects. Manage and join field staffs in monitoring protection issues affecting refugees from Syria and Lebanese host population.
  3. Participate in Donor coordination working group and also bi-lateral coordination meetings with organizations (local and international) when required.

 

 

Case management monitoring:

  1. Ensuring all case management relevant forms (assessment forms, case plan development forms, cash assistance request forms) are updated and are properly used.
  2. Develop tools and guidance notes on PSS in case management and for monitoring specialized psychological assistance
  3. Support the Protection Coordinator in harmonizing Case Management system and tools across field offices and monitor the implementation of the new Case Management Monitoring Strategy
  4. Ensuring that the internal Standard Operating Procedures (SOPs) on case management are applied, and updating/revising it based on needs with special reference to GBV.
  5. Conduct spot checks on the online Case Management platform in all regions and provide technical feedback to caseworkers, senior caseworkers and protection officers for case management
  6. Monitor Knack’s usage, seek technical inputs from field offices and coordinate with Protection Coordinator on technical improvements; monitor Knack’s level of implementation
  7. Ensuring that case management minimum standards for GBV are respected in all steps of the case management.
  8. Preparing case audits (in collaboration with Protection Officers) to evaluate the quality of services provision.
  9. Advising Case Management officer, Senior Case Workers and Psychologists as needed (complex cases).

 

GBVIMS and General Protection Information Management:

  1. Ensuring the correct functioning of the GBVIMS: receive GBVIMS Sheets from the team, revise and provide feedback to improve quality and send the finalized version to the GBVIMS SC on a monthly basis
  2. Supporting Case management team in the use of the information management systems.
  3. Ensuring that the data protection protocols for Case Management are respected in the project.
  4. Developing GBV and general protection monthly and quarterly trend analysis.

 

CP and PSEA/CP policies:

  1. Ensuring that staff is trained on PSEA and CP Policy and its application and observation through regular monitoring and briefing new staff in line with the PSEA policy.

 

Capacity-Building:

  1. In coordination with Project Managers and Protection Officers, identifying individual GBV/CP and Case Management training needs and ensuring access to training and professional development opportunities appropriate to the skill gaps and needs.
  2. Developing GBV/CP training material for different trainings to share within the protection teams.
  3. Ensuring that all relevant specialized protection staff (national Protection Officers, Senior Case Workers, etc.) are trained on GBV and CP case management, caring for child survivors of sexual abuse, GBVIMS and PSS.

 

 

Monitoring & Reporting:

  1. Contribute to quality reporting through protection trends analysis feeding into monthly reporting.
  2. Develop tools to specifically monitor GBV activities for both prevention and response projects
  3. Undertake field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the protection project activities.
  4. Evaluate and analyses protection-related activities of project in coordination with Program Manager to provide adequate and quality response.
  5. Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.

 

 

Human Resources:

  1. Support in recruitment and selection of the protection project national staff.
  2. Support the Protection Coordinator in training all protection project national staff on protection key principles and protection-related issues, the guiding principles underlying the response approach.
  3. Train all protection project national staff on Legal key principles relating to GBV.
  4. Support, coordinate and supervise the protection project national staff and evaluate their performance, especially from the technical point of view.

 

Education:

 

  • University Degree in Social Work, Gender Studies or related field. Master degree is a plus.

 

Competencies: (Knowledge, Skills & Abilities)

 

Professional Competencies:

  • Minimum 5 years of relevant work experience (of which minimum 3 years in NGO)
  • Knowledge of humanitarian and NGO principles
  • Understanding and commitment to GBV, Child Protection and Protection principles
  • Experience in conducting trainings on Protection issues, case management, etc.
  • Experience of working in a multicultural team environment
  • Experience of working in insecure environments and adhering to security measures
  • MS proficiency (Microsoft Word, Excel, outlook...)
  • Previous experience working with UNHCR or similar UN donor is a plus
  • Valid Driving License of more than 1 year
