INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

JOB PURPOSE AND BACKGROUND

 

Based in Beirut-Mount Lebanon (BML) base with daily movements to the field, the enumerator will have to interview a given daily target of Syrian refugees’ households (HHs) or individuals to collect correct and reliable information according to their specific role in the survey. The success of the data collection and the whole data reliability depends on the skills of every enumerator, his/her ability to conduct the related tasks, their resilience to long working days and their ability to coordinate with the MEAL Officer.

The enumerators report to the MEAL Officer in BML on any issue that might arise and lessons learned both at team level and during interviews. After each working day, a briefing session will be conducted with the enumerator to review the work done and plan for the next working day. The enumerator and MEAL Officer will manage the list, number and location of HHs and individuals to be interviewed in any given day, and will liaise accordingly with the HH members to arrange the time of the interview in person in their settlement or by phone call, making sure that no time is wasted and the daily target of HHs/individuals interviewed is consistently reached.

The enumerator will be monitored and assessed on a daily basis by the MEAL Officer, who will also conduct random HH/individual interviews on a daily basis and on randomly selected to double-check the quality and possible bias of the data collected by the enumerator. The enumerator will be proficient in the use of any Android device (phones and tablets) that will be used to send, to a central server, the data collected in digital formats (on paper only in case of emergency or no signal available).

In brief, the enumerator is responsible for conducting a given daily target of interviews and assessments of Syrian refugees’ households/individuals and collect correct and reliable information in digital formats on Android devices.

 

SPECIFIC DUTIES:

  • Ensure coordination with MEAL Officer, Project teams and stakeholders involved in the survey/verification;
  • In case of interviews are conducted in person, support the MEAL Officer to guarantee that external stakeholders (municipalities and local authorities) are aware of INTERSOS activities in their area, ensuring that the relevant stakeholders are constantly informed of date and location of interviews in due time;
  • Support the MEAL Officer to receive the lists, prepare them, identify locations, inform HHs members, etc;
  • Report complaints to the MEAL Officer;
  • Confirm HHs/individuals’ location;
  • Represent INTERSOS in the field;
  • Attend relevant training as requested by INTERSOS and donors;
  • Data Collection: conduct a number of HH/individual visits/phone call per day;
  • Make sure that all questions have been asked and that the recorded answers are clear and correct;
  • Respect the time required for data collection;
  • Maintain constant contact with team members and beneficiaries (receive their requests, provide available information, etc.);
  • Perform all other necessary actions for the functioning and success of the project in order to deliver assistance to the designated beneficiaries;
  • Respect the confidentiality of the data collected;
  • Follow INTERSOS security and internal procedures;
  • Participate to the briefing and debriefing sessions and to the organization of the weekly plan with the MEAL Officer;
  • Be committed to participate to any other task in order to achieve the project overall objective;

 

Knowledge, Skills and Requirements:

  • Experience with participatory fieldwork, methodologies, monitoring and reporting;
  • Experience in Post-distribution monitoring (PDMs)
  • Experience in using data collection software (KOBO)
  • Technical knowledge of Shelter interventions
  • Valid Lebanese driving license and ownership of private means of transportation to use for work;
  • Knowledge of humanitarian principles and good knowledge of the aid sector in Lebanon;
  • Capability to establish with the persons and families a good and respectful contact in order to ensure the quality of interviews;
  • Good physical fitness to walk distances if necessary;
  • Patience, good personal organisation, good communication and ability to work in teams, seriously, rigorously and personal accountability;
  • Very good Interpersonal and Diplomatic Skills in client/beneficiaries-facing situations;
  • Initiative, flexibility and willing to learn;
  • Ability to work under time pressure, independently, and with limited supervision;
  • Able to input data on Android smartphones;
  • Good level of numeracy;
  • Humanitarian motivation and commitment to INTERSOS values;
  • Respect of INTERSOS Code of Conduct, policies and procedures;

 

LANGUAGES:

  • Fluency in Arabic and good command of written and spoken English is required.
