Job Title     : Case Management Officer

Job Purpose:

Lead and coordinate the implementation of community-level protection activities (SGBV) in designated areas, in particular case management (CM), Supervise and Manage the Senior SGBV caseworker and Psychologists team, develop trend analysis, information dissemination and referrals according to Donor standards in Protection work.

Guarantee the correct and efficient implementation of the project’s activities in the North/Akkar and the overall supervision of the projects teams.

Work closely with the Protection Manager to ensure quality of intervention improved and applied

 

Generic Duties: 

Case Management :

  1. Monitor and supervise the process of identification of SGBV cases by the caseworkers (CWs)
  2. Ensure close and smooth cooperation between the Senior SGBV case worker and the CWs in each area for the prompt assistance to PoC.
  3. Supervise the activities related to individual CM for PoC in the intervention location in accordance with all CM steps and related tools and procedures.
  4. Support and manage Senior CW and Psychologists in their daily activities; ensure distribution of tasks within the teams.
  5. Supervise the correct documentation and compilation of CM forms in accordance with all CM steps and related tools and procedure and ensure proper follow up on case management services.
  6. Ensure that all high-risk cases are addressed immediately and shared with the Protection Manager for possible intervention.
  7. In collaboration with the Protection Manager, work closely with the other organizations in order to ensure smooth referral and monitoring of required follow-up actions.
  8. Hold regular CW mentoring, trainings, and coaching sessions based on identified needs and gaps.
  9. Organize CM meetings with service providers and donors when needed.
  10. Provide ongoing support to the SCW and CW in the designated districts, ensuring proper and timely information flow, supervision and advice in complex cases.
  11. Communicate regularly with the CM teams for updates on achievements and challenges.
  12. Undertake field visits (at least minimum once a week) to provide technical guidance and supervision as well as regularly monitoring of the progress of the Protection project activities.
  13. Collaborate closely with the psychologists in designated area to enhance possible synergies and closely monitor the psychological counselling service in the North area,
  14. Supervise the provision of SGBV Case Management services, including emergency cash assistance and protection cash assistance in accordance with internal SoPs and National SoPs.
  15. Any other relevant SGBV activities as required.
  16. Ensure the proper storage of sensitive data through a correct use of internal databases and case monitoring tools
  17. In close collaboration with the Protection Manager, develop and/or contextualize awareness raising material on GBV key concepts and related issues as well as on key life-saving messages. Train and capacity build for the CM team, and external organizations and local actors if required, on case management and protection topics and identification and referral of CP and GBV.
  18. Ensure that protection principles are understood, maintained and enforced

 

Monitoring & Reporting:

  1. Contribute to the drafting of internal/external reports (daily/weekly/monthly/and quarterly) according to INTERSOS and donor’s requirements ensuring that reports are of a high quality and submitted on time.
  2. Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.
  3. Contribute jointly with the Information Management support to prepare monthly reports according to INTERSOS and donor requirements
  4. Ensure the effective filing and update of cases, internal case management platform (Knack), GBVIMS and other reporting
  5. Provide daily and weekly updates to the Protection manager about new cases assessed as per internal rules
  6. Work closely with the Senior Case Worker to update and report service mapping to Protection Manager and Information Management support

Area Coordination:

  1. Ensure a permanent monitoring of projects’ teams’ activities.
  2. Support the staff teams through the development of a technically sound (monthly & weekly) work plan consistent with the goals and objectives of the project.
  3. Organize weekly/monthly meetings to plan activities with the SCWs.
  4. Ensure the referral mechanism system is known by Donors Teams, properly applied and monitored.
  5. Ensure timely and quality implementation of the work plan, in coordination with field teams.
  6. Ensure smooth communication and coordination between the projects’ teams.
  7. Strengthen coordination among the projects’ teams, ensuring that there is a comprehensive link and mainstream between the different project components.
  8. Participate in the recruitment of projects staff and provide objective feedback with regards to staff performance (evaluate performance and delivery against job descriptions), expectations and areas for growth and professional development.
  9. Ensure the team in the respective area are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues
  10. Maintain good working relations with key actors amongst the refugees from Syria and Lebanese host community local authorities.
  11. In coordination with the SWCs, ensure that a weekly expenditure planning is prepared and timely delivered to the Project Manager and Protection Manager including expected costs for:
  1. Cost to deliver/implement activities related to CM, events and specialized services and trainings
  2. Any related costs for Emergency Cash Assistance to PoC along with the Senior Case worker.

 

Coordination & Representation:

  1. Develop and maintain effective working relationship with stakeholders including partner agencies, community leaders and service providers in the target areas for prompt referral, follow up and information sharing.
  2. Liaising with field-offices of humanitarian agencies and coordinate with Donor Sub-Office to ensure field concerns and challenges are brought to relevant stakeholders.
  3. Participate in Donor coordination working group and also bi-lateral coordination meetings with organizations (local and international) when required.
  4. Provide written feedback about protection incidents for CM.
  5. Proactively participate in protection and relevant inter-sectorial coordination meeting at field level, contributing to the development of guidelines, standards, tools and strategies.

 

Program Development:

  1. Contribute to the development of activities in relation to CM and other protection-related activities and to the drafting and revision of the project narrative, budgets, work plan etc.

 

Other Specific Duties:

(Can be adapted to the particularities of the job location and the requirement of the project. This section shall be revised whenever a new employee is hired).

  1. Ensure timely and proper feedback/communication to Donor on specific cases requests.
  2. Supervise implementation of case management in the intervention location in accordance with all CM steps and related tools and procedures as defined through INTERSOS Protection Strategy and SOPs. With the collaboration of SCWs, ensuring that all high-risk cases are addressed immediately by case workers and shared with the direct line manager for possible intervention
  3. Monitor the correct documentation and compilation of CM forms in accordance with all CM steps and related tools and procedures
  4. Hold regular internal mentoring and coaching sessions based on identified needs and gaps
  5. Ensuring proper and timely information flow, supervision and technical guidance in complex/high risk cases.
  6. Ensure coordination and synergy with the main service providers in the area of intervention for prompt referral, follow up and information sharing;
  7. Monitor and supervise the work of the Senior caseworkers and caseworkers and ensure the weekly update of the database, cash assistance request and any other document requested by supervisor
  8. Give technical first guidance on simple cases (referrals, feedback on forms, etc.)
  9. Compile and quality review ECA, PCAP, and Cash for Rent, IA referral forms, knack, GBVIMS and other related forms.
  10. Fulfil supervisory role for SCW and psychologists in the centers following up on attendance, performance, and respect of code conduct and confidentiality.
  11. Monitor and supervise senior caseworkers and caseworkers in terms of attendance and respecting working hours inside INTERSOS centers.
  12. Planning and management of assessments and support services in a timely and effective way, to ensure that cases are identified and addressed at the earliest possible stage.
  13. Initiate routine case audits according to established audit procedures, to be undertaken as part of a general performance evaluation of the CM team.
  14. Identify needs and build technical competencies of THE CM team, securing professional one to one trainings and supervision with the support of Protection Manager on a regular basis and according to the CM strategic plan.
  15. Monitor the delivery of cash assistance to allocated cases in addition to handling the closure of pending with administration. 
  16. Plan with his/her team weekly HHV and ensure timely feedback is being shared with the Donor in regards to HHVs.

 

Human resources:

  1. Support in recruitment and selection of senior caseworkers and case workers.
  2. Support Protection Manager in building staff capacity on case management and the guiding principles on protection
  3. Support, coordinate and supervise CM team and evaluate their performance, especially from the technical point of view.
