Background: Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. In response to the influx of Syrian refugees in Lebanon, the IRC operates a Women’s Protection and Empowerment (WPE) program implemented in various locations in the Northern and Beka’a Governorates. Since November 2012, the IRC Women’s Protection and Empowerment (WPE) program has established five Women and Girls Community Centres and 11 mobile teams in Akkar, Bekaa, and Tripoli+5 to respond to and prevent Gender Based Violence (GBV). The WPE Program aims at increasing access of women and girls to psychosocial and case management services and enables communities to identify and mitigate safety and security risks faced by women and girls. All programming is implemented using survivor-centred approaches that prioritize confidentiality, dignity, safety, and respect.

 

Job Overview:  The Senior Program Support Officer reports directly to the Women’s Protection and Empowerment (WPE) Coordinator. The Program Senior Officer will support the smooth running of the WPE program team by liaising with all managerial staff and supporting their finance and procurement requests and plans. The position is critical to ensure smooth communication between departments, and timely completion of administrative requirements related to all aspects of program implementation

Major Responsibilities: Major responsibilities of the Program Senior Officer are listed below:

  • Liaise with WPE managerial staff at all field offices to understand and support finance and procurement needs related to program implementation.
  • Liaise with Finance and Supply Chain staff in the respective field offices to ensure that the finance and procurement needs of the WPE program are met, in a timely and comprehensive manner.
  • Support weekly transport planning for Beirut staff.
  • Process program advance, procurement, payment requests shared, and follow up technical and financial review, and final approval.
  • Liaise with Logistics and IT department when allocating assets to the staff.
  • Work closely with WPE managerial staff to develop and track procurement plans.
  • Work closely with WPE managerial staff to develop and track spending plans; monitor and flag key areas of under or overspending.
  • Maintain salary mapping and provide detailed inputs on the Operational Budget.
  • Liaise with WPE managerial staff and the WPE Coordinator to draft budgets for new grant opportunities, and assist in budgeting procedures including, but not limited to, realignments.
  • Liaise with HR department to track and follow-up on the status of staff contracts, and support in raising LRRs and CoS as required.
  • Support organization of events in all field offices, as required.
  • Support preparation of travel authorization request documents for staff across all field offices, as required.
  • Attend meetings as requested to take notes, produce minutes, and follow up on actions as needed.
  • Perform other duties, as needed or requested by the supervisor.

 

Key Working Relationships:

Position Reports to: WPE Coordinator

Position directly supervises: Admin Officer (and potentially: Admin Assistant)

 

Job Requirements:

Work Experience:

  • At least three years of prior professional experience in a similar post, preferably with an international organization.
  • Good protection background and knowledge of refugee context.
  • Significant experience in budgeting and finance.

 

Demonstrated Skills and Competencies:

  • Highly detail orientated with an ability to track and follow-up on procedures and processes, including items which are pending from other departments.
  • Strong demonstrated skills in Microsoft Office especially in Excel;
  • Experience in online software and databases;
  • Excellent attention to detail and commitment to following up tasks until completed;
  • Excellent organizational and time management skills, and demonstrated ability to meet deadlines;
  • Exceptional interpersonal skills and ability to work as part of a team, as well as independently;
  • Flexible and able to work in a dynamic and diverse environment;
  • Strong skills in budgeting is required; 
  • Previous experience in Finance, supply chain and/or logistics is required;
  • Understanding of the WPE programming is an asset.

 

Education: Bachelor degree in project management, management and/or finance/accounting/economics.

Language Skills: English and Arabic language skills is a must.                        

 

Working Environment:  

Located in Beirut, with some travel to field offices and locations including Zahle, Aarsal, and Akkar.
