Project Context and Scope:
The National Tuberculosis Control Program (NTP) in Lebanon operates through nine TB control centers across the country. While the components for a national response to contain and prevent Tuberculosis are present and functioning, the diagnostic, therapeutic, case management, contact screening, and prevention performance deserve further sustainability.
The National AIDS Control program (NAP) in Lebanon operates through it’s central unit in Karantina. NAP is strengthening the access to key populations through its thematic HIV NGOs partnership to diversify its support. Moreover, it is continuously securing the availability and continuity of the essential diagnostic, treatment, and preventive materials.
In line with the move of the health sector in Lebanon to re-orient service delivery towards higher quality patient centered-care, the NTP/NAP as well seek to advance patient management through strengthening coordination and re-profiling settings across service providers, and building the competency of its health workforce. This would not only mitigate existing shortages in resources but also reduce fragmentation leading to better health outcomes.
Both programs are facilitating information exchange across all regions covering a wide geographical distribution by strengthening staff’s abilities in remote consultation mechanisms with the central center.
Under the direct supervision of the IOM Public Health unit and in coordination with the NTP/NAP manager, the Monitoring and Evaluation Officer will be responsible to ensure the strengthening of the M&E management cycle at the NTP and NAP in Lebanon.
Tangible and measurable outputs of the work assignment:
The consultant will need to perform the below tasks:
Output 1: Generate periodical reports on work progress including reporting, testing and referral activities and M&E.
- Deliverable 1.1: Submission of monthly reports on orientation and training sessions for NGOs and stakeholders on project management, monitoring and reporting.
- Deliverable 1.2: Develop a comprehensive midterm report and final report.
Output 2: Analyze the data using epidemiological methods and draft monthly reports on the numbers and distribution of TB & HIV cases across Lebanon, with data disaggregated by age, gender and nationality.
- Delivrable 2.1: Conduct monthly data collection and analysis on TB & HIV cases using epidemiological methods.
- Delivrables 2.2: Submit monthly reports detailing the numbers and distribution of TB & HIV cases across Lebanon, ensuring data in reports are disaggregated by age, gender, and nationality
Output 3: Deliver trainings and workshops related to Tuberculosis prevention/case detection and HIV testing and other HIV/STIs targeting partners and other NGOs at different sites in the country.
- Delivrable 3.1: Develop Training materials, organize and conduct training sessions and ensure participation of partners and NGOs from diverse geographic locations across the country.
- Delivrable 3.2: Submit summary reports on trainings conducted including the number of sessions conducted, number of participants and key outcomes.
Output 4: Conduct field visits to monitor activities at the NTP centers and NGOs’ sites.
- Deliverable 4.1: Contribute to the development of a surveillance plan for data collection.
- Deliverable 4.2: Enhance the implementation of DHIS2 softwore for both programs.
Output 5: Assist with the design and implementation of a monitoring and evaluation system that measures the effectiveness of project initiatives and monitors & evaluates overall progress on achievements of results.
- Delivrable 5.1: Develop a comprehensive monitoring and evaluation framework and plan.
- Delibrable 5.2: Design and implement data collection tools and methodologies and train project staff and partners on the use of M&E tools and processes.
Output 6: Provide the requested reporting to IOM and inform IOM for any recommendation or challenges with the objective of increasing effectiveness of the project.
- Delivrable 6.1: Report regularly to IOM on project progress and identify recommendations and challenges encountered during the project implementation.
- Delivrable 6.2: Participate in review meeting with IOM when requested.
Performance indicators for the evaluation of results
- Timely submission of accurate and comprehensive reports
- Effectiveness of training sessions and workshops as indicated by participants’ feedback
- Quality of data analysis and reporting, including the relevance of disaggregated data
- Implementation of the M&E system and feedback on the system’s effectiveness
- Field visits conducted, and issues identified and improvements made
- Improvement in TB/HIV case management and increase in the health staff capabilities.
Education, Experience and/or skills required
Education, Experience:
- Undergraduate/postgraduate degree in a health related area (preferably, epidemiology, medical sciences, medical informatics, or biostatistics); Master’s degree is an advantage.
- Minimum two years of relevant work experience, including experience in epidemiological research;
- Demonstrated understanding of the humanitarian system through work experience and/or studies.
- Willingness to undertake frequent travel to field locations across Lebanon.
