Background: The Chief Medical Officer (CMO) will work under the direct supervision and reports to the Health Director.
S/he is a member of the Central Health Unit which includes the Health Director, Health Coordinator, community health specialist, chief pharmacist, quality assurance specialist, senior Inclusion officer and senior public health officer

Job Purpose: S/he will be in charge of providing technical oversight of the program, to ensure that the program meets the health needs of community and provides beneficiaries with the highest quality care and services possible.

Main Responsibilities:

Technical Support

  • Ensure and oversee all Primary Health Care (PHC) components are implemented according to the Ministry of Public Health (MoPH) and WHO quality standards. Areas of concern include reproductive health, integrated management of childhood illnesses, nutrition, communicable disease control and management of non-communicable diseases.
  • S/he will coordinate with MOPH/WHO in order to develop and implement cost-effective, efficient medical interventions and health packages in all healthcare facilities.
  • S/he will coordinate with MOPH/WHO to develop and enforce medical guidelines, diagnostics guidelines and quality health indicators to be implemented in supported health facility
  • S/he will provide technical support to field medical advisors, quality assurance specialist, community health specialist and senior inclusion officer.
  • S/he will provide technical support to chief pharmacist to ensure that procurement is in line with updated medical guidelines and to ensure the quality of services provided at the PHCC
  • Develop technical guidelines, Sop’s, tools and monitoring system to support medical advisors in ensuring the rational use of diagnostics tests, rational medication use, and evidence-based clinical services
  • Support quality, community and Inclusion specialists in developing SOP’s, tools and monitoring system for implementation of the program
  • Provide technical input in proposal development for future and ongoing projects
  • Develops and oversees collective health training activities, to include the medical aspects of the program, in the context of Primary Health Care in Lebanon
  • Analyze program level epidemiological trends and service utilization using the Health Information System data in order to provide a continual update on the evolving health situation.
  • Work closely with Health Managers and MEAL teams to analyze key morbidities, service utilization, and health seeking behavior
  • Provide regular health situation analysis and updates to the senior management
  • Organizes/participates in addressing work environment and occupational health issues such as insurance benefits, pre-placement and/or periodic medical examinations, sick leave administration, and travel-related medical clearances

Representation/Meetings
In coordination with the Health Director

  • S/he would be required to represent IMC in meetings with international and national stakeholders
  • S/he will conduct a monthly meeting with all Field Medical Advisors, quality specialist, community health specialist and senior inclusion officer to provide technical guidelines.

General:

  • Perform other duties as requested by line manager

Essential Qualifications:

  • A medical degree (MD)
  • License to practice medicine in Lebanon/Member of the LOP

Essential Experience:
A minimum of 5 years of satisfactory working experience as a medical doctor is required.

Desirable Experience:

  • NGO experience as a Medical Advisor or coordinator is preferable.
  • Strong knowledge of the operational aspects of MoPH guidelines on primary health care.
  • Training, coursework or experience in health financing and/or quality improvement highly desirable

Essential Competency:

  • Excellent interpersonal skills with ability to motivate colleagues and maintain a positive, respectful attitude in a variety of settings.
  • Excellent training and capacity building skills
  • Fluency in Arabic required with excellent levels of written and spoken English. Working knowledge of French preferred.

Desirable Competency:

  • Experience in development of material for health technical training is desirable Management skills are desirable
  • Strong knowledge of MS Office including MS Word, Excel, PowerPoint, and Outlook
  • Knowledge of statistical software
