The position of Programme Officer is located in the Regional Programming Unit of the Regional Office for Arab States, serving 11 Arab countries and the occupied Palestinian territory. The incumbent provides programming support to ensure timely delivery of the overall programme of the Regional Office for Arab States, in alignment with regional and national priorities and development plans, and in conformity with ILO rules and regulations.

The Programme Officer reports to the Chief, Regional Programming Unit, and manages a portfolio of countries in close collaboration with the Decent Work T

Review and analyse development plans and priorities, socioeconomic data, reports and other relevant information for countries under responsibility and prepare country briefs regularly.

Contribute to the design and provide inputs to portions of Decent Work Country Programmes for countries under responsibility, project proposals (including joint UN project documents), programme background, project reviews and evaluation.

Identify potential financing of Decent Work Country Programmes, including through development cooperation project areas and provide written analysis on the findings to management.

Provide programming support and participate in the monitoring and implementation of country programmes and projects, including fellowship programmes, taking into consideration programme development, operating difficulties and country objectives, strategies and partnership policies.

Follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.

Assist in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analyzing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.

Attend meetings, workshops and inter-agency meetings. Provide inputs for the preparation of documents submitted to relevant UNCTs, including background documentation for the preparation of CCA and UNDAF processes.

Develop and update relevant country information and country Programme Outcomes in the ILO Strategic Management Module and as part of Outcome Based Work plans.

Keep abreast of, and provide briefings on procedures and internal and external guidelines regarding project design and evaluation, programming and technical support services and activities.

Review and analyze reports and evaluation documents. Extract and disseminate lessons learnt as part of the office knowledge management strategy.

Maintain a network of resource persons and practitioners in selected fields to support programme implementation. Identify needs and support DWCP tripartite governance structures in programming areas.

Perform other duties as may be assigned by the supervisor.
