Terms of Reference - Consultancy - Graphic Designer - SOLIFEM
BACKGROUND:
The ILO is implementing the SOLIFEM project which will support the transition from the informal to the formal economy through tripartite social dialogue in Lebanon and other countries in the region, including Algeria, Egypt, and the Occupied Palestinian Territories (OPT). It will pursue this objective through strengthening the capacity of the ILO tripartite constituents to act through social dialogue on two fronts –first, the development of integrated strategies on formalization and second, the development of skills training and recognition systems, with a particular focus on women and youth in the informal economy. The SOLIFEM project in Lebanon is focused on three economic sectors with significant levels of informal employment: agriculture, agribusiness, and construction.
Within the scope of this project, ILO is planning to design four publications, which will be used for awarness raising, training activities and advoacy efforts. To that end, ILO requires the expertise of a graphic designer for the below mentioned publications.
OBJECTIVE
The objective of this assignment is to design four publications:
- A booklet in Arabic language for workers to raise awareness on workers rights and transition to formality.
- A in Arabic language on enterprise formalization designed to raise awareness to enterprises on the importance of transitioning to formality. (Inspired from existing design for the EN version)
- Two ILO studies for publication – using ILO templates
SCOPE OF CONSULTANCY
The Work will be performed under the guidance and supervision of the National Project Officer in Beirut.
- Design the content of the booklet for workers that is expected to be of 12 to 15 pages in A5 format. The designer will be responsible to proposing images, designs, illustrations to enrich the booklet.
- Design the content of the formalize your business tool for Lebanon of 60 pages in A4 format. The designer will be responsible to proposing images, designs, illustrations in line with those done in other countries.
- Design the content for two ILO studies. The designer will be responsible to proposing illustrations and charts/graphics in line with the content taking into account ILO publication guidelines.
DELIVERABLES
- Deliverable 1: Design the workers booklet.
- Deliverable 2: Design of study number 1.
- Deliverable 3: Design the Formalize your Business tool for Lebanon.
- Deliverable 4: Design of study number 2.
Phases and detailed Description of deliverables
Deliverables will be considered final once approved by the National Project coordinator.
Deliverable 1:
Will be submitted within 2 weeks of the start of the contract. It will be reviewed internally by ILO and by CGTL and FENASOL to provide comments. The designer is expected to adapt and amend based on comments and revert with a final version.
Deliverable 2:
Will be submitted within 4 weeks of the start of the contract. It will be reviewed internally by ILO and by ALI to provide comments. The designer is expected to adapt and amend based on comments and revert with a final version.
Responsibilities of ILO:
- The ILO will be responsible for the printing after the content and the format is cleared.
PAYMENT
Two instalments based on the deliverables subject to the clearance and satisfaction of the ILO:
- 40 % will be paid upon completion of Deliverable 1 and 2, as described in the deliverables section.
- 60% will paid upon completion of deliverable 2 and 3described in the deliverables section.
QUALIFICATIONS
- Education: Advanced University degree in Graphic design, content creation
- At least 8 years of relevant professional experience.
- Experience in conducting awareness raising campaigns.
- Knowledge and previous working experience within the field of labour, employment, and development.
- Experience working with Governments and social partners in Lebanon.
