Job Purpose

Under the guidance of the IFRC Regional Migration Advisor, the Migration and Displacement Officer will support the migration and displacement activities of the IFRC MENA Regional Office, the Secretariat of the RCRC MENA Migration Network and the implementation of the Cross Regional Proposal / Case for Support “Humanitarian Assistance and Protection for people on the move” in MENA.

These tasks will involve regular contact with the MENA National Societies.

The Migration and Displacement Officer will support the Regional Migration Advisor in ensuring that migration and displacement issues in the region are prioritized and integrated into all relevant IFRC plans and objectives; making sure that they are mainstreamed into all technical areas of work (HDCC, NSD, PGI, Health and WASH, etc).

The work on Migration and Displacement in MENA is guided by global policies, in particular the IFRC Global Strategy on Migration 2018-2022, the IFRC Policy on Migration (2009), the Movement Statement on Migrants and our Common Humanity (2019),  in line with the IFRC Agenda for Renewal. The incumbent will also ensure that these global policies, strategies and frameworks are enriched with the outcomes of the MENA National Societies.

 

Job Duties and Responsibilities

In order to contribute to the development and implementation of a Migration and Displacement strategy in MENA to enable National Societies to extend the scale, quality and impact of their humanitarian activities through organisational and performance development and capacity-strengthening, the Migration and Displacement Officer will support the Regional Migration Advisor in his/her duties and the Secretariat of the RCRC MENA Migration Network.

In doing so, the Migration and Displacement Officer will fulfil the following tasks.

A. Upon the request from and supervision of the IFRC Regional Migration Advisor, deliver technical support, directly or indirectly, to National Societies and IFRC Country Delegations for (and in coordination with ICRC in conflict settings):

- Assessment of National Societies Migration and Displacement needs, in particular through coordination with the focal points of the RCRC MENA Migration Network.

- Identifying specific protection risks associated to migrants and displaced persons, including risk of refoulement, neglect, discrimination, abuse and exploitation, and propose ways to mitigate those risks.

- Contribute to the revision of NSs Migration and Displacement strategies/plans aligning them to local and emerging needs and challenges, in line with the principles of S2030.

- Contribute to the facilitation of the development of long-term IFRC Migration and Displacement strategies/plans to address co-identified needs and priorities.

- Monitoring progress during and after the implementation phases, e.g. implementation of Plan of Actions and/or NSs’ Migration and Displacement strategies/plans, DREF operations on population movement.

- Providing an overall analysis of the population movement situation, including an analysis of the drivers of movement, the international and regional legal frameworks, the nature of the migratory flows and profiles of the persons concerned, the potential political sensitivities, the socio-economical impact on host communities.

- Support the implementation and administrative coordination of regional and cross regional programmes such as the “of the Cross Regional Proposal / Case for Support “Humanitarian Assistance and Protection for people on the move”.

B. Knowledge Development, Capacity Strengthening, Learning and Sharing and Networking:

- Support the Develop and pilot innovative initiatives on Migration and Displacement ensuring action learning/sharing throughout the process.

- Develop and implement Migration and Displacement courses/trainings for staff and volunteers of MENA National Societies.

- Organize and support forums for the exchange of experience and support the RCRC MENA Migration Network.

- Organize and coordinate meetings of the MENA Migration Network, including sharing minutes and key documents.

- Initiate relevant research as needed for Migration and Displacement with academia, the private sector, and other relevant stakeholders.

- Ensure coherence of approaches on Migration and Displacement by delegates and staff of Country and Cluster Offices.

- Support the Regional Migration Advisor to monitor risks in the region and take proactive actions to contribute to secretariat's risk management processes.

- Support a proactively engage with external non-Movement actors (e.g. UN agencies) to ensure all support to capacity strengthening is aligned to the needs of the National Societies.

Any other task, also administrative, as assigned by the IFRC Regional Migration Advisor.

 

Education

  • Master degree in migration or refugee studies - Required
  • Academic qualification in social science, development studies or any other related field (degree level or equivalent) - Preferred

 

Experience

  • 3 to 5 years’ experience of working in the field of migration and displacement - Required
  • Previous experience of working with the RCRC Movement - Preferred
  • Previous experience of working with the INGOs or the United Nations - Preferred
  • Previous research experience in migration and displacement - Preferred

 

Knowledge, Skills and Language

  • Knowledge of the main issues related to migration and displacement at global and regional level - Required
  • Knowledge of the legal framework related to migration and displacement in MENA - Required
  • High degree of discretion, tact and sensitivity in dealing with internal and external stakeholders at all levels - Required
  • Ability to work to tight deadlines and handle multiple tasks - Required
  • Understanding of the relevant regional context - Required
  • Excellent written and verbal communication skills - Required
  • Presentation and report writing skills - Required
  • Good IT skills, including all basic MS office packages - Required
  • Ability to work well as part of a team - Required
  • Willingness and aptitude for humanitarian field work - Required
