PURPOSE

Movement Cooperation Finance Officer contributes to implementing the delegation's objectives for cooperation with the International Red Cross and Red Crescent Movement (the Movement) in line with the ICRC’s Movement policies and in consultation with the local operating National Society (NS). Under the supervision of the Movement Cooperation Coordinator, the Movement Cooperation Finance Officer is responsible for the integrity of financial and analytical accounting and for reporting of all ICRC Lebanese Red Cross (LRC) and Palestinian Red Crescent (PRCS_L) cooperation & partnership programs in Lebanon. Support and coordinate with the Cooperation and other departments having partnership programs with the LRC and PRCS_L in all logistics, administrative and financial matters. Oversees all financial resources and administrative activities of the LRC and PRCS_L including the movement of field missions in Beirut and Sub Delegations and act as logistics in charge for the cooperation department. 

 

Minimum required knowledge & experience:

Minimum 5 years' confirmed practical experience in finance, including at least 1 year in financial controlling.

Experience in an international working environment, abroad or with an international organisation / development agency

 

Certifications / Education required:

University degree in business administration in finance / accounting

Diploma in accounting (CPA/CMA or similar) / internal audit (CIA or similar) an asset.

Fluent command of English, and Arabic.

Good communication skills;

Proficient computer skills (especially Word, Excel and Power-point);

Able to work under stress;

Able to work in team and with limited supervision;

Willingness to learn and to adapt.

 

Assets:

Training skills and experience in holding workshops;

Previous experience working for the ICRC or another Movement component (National Society and / or International Federation of Red Cross and Red Crescent Societies);

Knowledge of Lebanese Red Cross and PRCS_L activities and procedures;

Understanding of ICRC mandate, the Red Cross Red Crescent movement, International Humanitarian Law, and other humanitarian topics.

 

Main Responsibilities:

The Movement Cooperation Finance Officer has the following functional responsibilities:

Accountable for the integrity of financial and analytical accounting and for reporting of all ICRC_LRC and PRCS_L cooperation & partnership programmes in Lebanon

In charge and supervises all the ICRC_LRC and PRCS_L programme partnership finance agreement / budgets, accounts of the Beirut delegation and sub-delegation.

Prepares and monitors the coop programmes annual / 3 months budget, cost-control and analysis of budget deviations and contribute the same in supporting other depts. having partnership programmes with the LRC and PRCS_L. 

Oversees all financial resources and administrative activities and staff travel, including the movement of field mission in Beirut and Sub Delegation and act as logistics in charge for the cooperation department.

Support and coordinate with the Cooperation and other departments having partnership programmes with the LRC and PRCS_L in all administrative and financial matters. 

Acts as adviser, trainer and coach on all financial or economic matters for the teams running  ICRC_LRC and PRCS_L partnership programmes.

Interprets institutional guidelines and policies in light of the local context; sees to it that these are strictly applied and monitored, ensuring compliance with ethical standards and mitigating financial risks.

Supports the Movement Cooperation coordinator in all financial reporting.
