General Description:
The Deputy Water and Habitat (WatHab) Coordinator deputizes for WatHab Coordinator 2, who act as the focal point for all matters related to water and habitat activities at the delegation level. S/he is responsible for setting, implementing, and monitoring the priorities, objectives, and strategies for files under their management.
Objectives and Tasks:
Programmatic Accountabilities and Responsibilities
On strategical level:
- Sets the strategic orientations of the delegation's WatHab assistance activities in consultation with the Water and Habitat Coordinator (WatHabCo), and in cooperation with the delegation management, and other departments as applicable;
- In line with the delegation operational priorities and strategies, manages the design, planning and budgeting of the WatHab programme as part of annual planning, ensuring an integrated transversal approach when possible.
On operational level:
- Ensures that projects under their responsibility are monitored and evaluated within the framework of results-based management, integrating lessons learnt into future programme designs.
- Signs off on technical designs and project documents prepared by engineers.
- Supports financial management with focus on budgeting and financial forecasting.
- Identifies shortcomings and proposes pragmatic and solution-oriented improvements based on data on both operations and processes.
- Continues to refine the WatHab contingency planning at country level in close collaboration with relevant authorities and other humanitarian/development actors.
On Reporting level:
- Leads reporting on projects under their responsibility, ensuring ICRC-specific reporting tools, such as PAM and PMT applications, are used effectively.
- Produces key documents (strategic plan, operational plan, and statistical, financial and technical reports) and mobilizes human and material resources required for implementing the delegation's WatHab programme timely.
On Networking level:
- Establishes and maintains a network of external stakeholders, such as international and national organizations, and public authorities.
- Attends regular and relevant sector/cluster meetings and shares updates timely.
On Administrative level:
- Ensures the WatHab department complies with the delegation's and the ICRC's procedures for administration, ICT, financing and logistics.
- Troubleshoots processes in the presence of challenges, aiming at optimal resolution with regards to service delivery for WatHab beneficiaries.
- Leads proactively the continuous improvement of internal processes within WatHab and with support departments.
Team Accountabilities and Responsibilities
The Deputy WatHab Co is supported by a team of two engineers for the implementation of the sub-programs under their responsibility. The Deputy WatHab Co assumes responsibility to manage the team, lead meetings, and coordinate activities towards optimal service delivery. S/he is accountable for:
- Guarantees timely operational and back-stopping support (i.e., direct support to field activities/projects) along the entire project cycle (humanitarian needs, assessment, project proposal, design, tender, implementation, monitoring/evaluation/lessons learned);
- Ensures a solid field presence and alignment of WatHab activities with TYR Head of Sub Delegation (HoSD), field generalists and WatHab Co.
- Assumes responsibility as LRC file holder, coordinating with the DMS colleagues on operational aspects and ensuring smooth information flow at both field and Head Quarter (HQ) level.
- Encourages and stimulates vivid exchange peer-exchange of information between WatHab engineers.
People Management Responsibilities:
- Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision.
- Makes sure that deadlines for the PMD cycle are met.
- Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.
- Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information.
- Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed.
- Plans and coordinates the annual leave of the employees under their supervision, ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year.
- Coordinates and supports the employees under their supervision in personal development by coaching and advising them on internal and external training and development possibilities – provide technical and organisational support to the team in charge of the works.
General Duties:
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
- Understands and adheres to the ICRC Code of Conduct.
- Understands the roles of the components of the International Red Cross and Red Crescent Movement.
- Always respects and observes staff regulations and security rules
- Always represents the ICRC in a professional manner.
- Develops and maintains a pleasant and conducive working environment with colleagues and line manager.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
- May be asked to perform tasks not covered in this job description and to provide support to other colleagues when necessary.
Additional Duties:
- Contributes to the analysis of the security, socio-economic, cultural and political environment when relevant to the ICRC and shares relevant strategic and operational considerations timely with relevant colleagues.
- Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the delegation that allow to establish and/or adapt strategic objectives and priorities.
- Provides technical peers support on specific projects when needed.
- Takes responsibility for their personal professional learning and development.
Position Requirements:
Minimum Qualifications:
Years of experience required: 10 years of total work experience in a related field, including - at least 4 years of experience within the movement, at the ICRC or an international/non-governmental organization.
Level of education: Master’s Degree.
Field of education: Architecture, Civil, Mechanical, Electromechanical Engineering, or any other job relevant field
Languages: Fluency in Arabic and English, French is a strong asset.
Computer Literacy: Advanced computer skills in MS Windows and MS Office Suite.

Job Details:
- Job Location: Beirut, Lebanon.
- Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
- Contract Type: Fixed Term, until 31.12.2024 (renewable based on performance and need for position).
- Salary Package: USD 4,194 - 7,269 (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
