Position Summary

As Senior Procurement & Admin Officer, you will be based in INJAZ Lebanon North office (Tripoli) while keeping in mind the need to commute to project locations and responsible of the communication with the selected projects of each municipality working under the PCL project in the North in order to identify and assess their needs. The Senior Procurement & Admin Officer Will be reporting directly to the Finance & Admin Manager and will coordinate directly with the Junior Procurement & Admin Offer, Project Coordiantor, and the project officers allocated on this project as well as:

 

Responsibilities

Procurement Activities

  • Establish a clear procurement plan ensuring that requests are managed effectively ensuring sufficient time is provided to complete all necessary processes
  • Initiate and track procurement process
  • Review the list of potential suppliers prepared by the Junior Procurement Officer, Support in building it and negotiate the offers
  • Manage purchasing activities from request of goods/services to payment and delivery
  • Manage and control necessary purchasing documents  
  • Create a vendor list for IL by listing current suppliers & service providers and identifying new ones
  • Ensure compliance with IL and donors procurement procedures
  • Prepare bids document with the support of the Finance & Admin Manager and compiles quotations in comparative tables

Agreements Management

  • Communicate with the needed and necessary parties (technical expertise) to be involved in the initiatives
  • Draft and prepare agreements with the municipalities/selected projects, trainers, coaches, suppliers, service providers… 
  • Ensure all parties have a valid agreement
  • Collect needed documents from third parties and ensure their related files are updated regularly and are complete 
  • Ensure that agreements tracking sheet is up-to-date 

Inventory Management

  • Create tracking forms for IL inventory
  • Conduct monthly inventory count and keep related tracker up-to-date
  • Review handover forms prepared by the Junior Procurement officer and make sure they are ready & Complete to be circulated among stakeholders

Assets Management

  • Ensure all IL assets are properly registered on the tracker (Date of purchase, Code, Area allocation, Owner allocation)
  • Ensure all partners have their Assets acquisition list submitted and updated 
  • Prepare management reports on condition of assets

Logistical Support

  • Organize events, meetings, trainings …
  • Ensure proper document circulation among team members, board members and third parties when needed
  • Gather monthly timesheets and other documents from the areas
  • Gather all HR, Financial and Admin related documents and make sure to file them properly - Soft and Hardcopy

Others

  • Attend team meetings
  • Undertake other related duties, as assigned or requested by their line manager

 

Position Qualifications:

  1. Bachelor’s degree in Business or another relevant field
  2. 3-4 years of professional experience in procurement, business or social sector
  3. Have a car & able to use it for field visits
  4. Sincere interest in the mission of INJAZ Lebanon and in entrepreneurship.
  5. Knowledgeable of the ecosystem (Education, & NGOs)
  6. Strong relationship-building and presentation skills
  7. Ability to work independently and under pressure
  8. Highly organized and motivated, ability to multitask in a timely manner, team player
  9. Excellent written and spoken English and Arabic
