Background Information:

The Community Organization for Development and Empowerment-TCODE-INITIATE is a Nongovernmental, nonprofit, youth-oriented organization based in Lebanon and dedicated to assisting vulnerable communities through youth inclusion and empowerment. While keeping youth at its focus of its mission, TCODE-INITIATE continually endeavors in creating comprehensive and inclusive programs aimed towards the empowerment of youth, and its concentric circles of influence.

In the process of delivering its Mission TCODE-INITIATE aspires to keeping its status as a hub for youth allowing them to: access a safe space, and acquire knowledge and access to a network of social and political influencers enhancing their social participation in decision making processes.

The European Regional Development and Protection Program (RDPP) was launched in 2014 as a multi-donor European initiative combining humanitarian and development funds to support Lebanon. Its strategic objective is to ensure vulnerable communities access their rights, are safe, self-reliant.

Following phase I of the program which was implemented through 45 strategic and innovative partnerships in the region, a second phase of the RDPP has been initiated to run from October 2018 until December 2021. RDPP phase II is supported by the Czech Republic, Denmark, the European Union, Ireland and Switzerland.

The 1001 Nights life skills and Civic Education Program, developed by Big Bad Boo Studio, is a multi- platform educational entertainment program that uses cartoon to teach 7-12-year old children life skill and civic values, including non-violence, inclusion, human rights, democracy, gender equality and the rule of law, in formal and informal learning environments. It’s also used to provide children in conflict with PSS, to promote social cohesion in vulnerable communities and to build resilience amongst vulnerable children as a tool to prevent violent extremism.   

Purpose of the Consultancy                                                                                                              

The overall objective of this consultancy is to review INITIATE's  five-year strategic plan to ensure that TCODE-INITIATE fulfils its mandate.

Tasks:

  • The scope of work for the Consultant will include but not limited to:
  • Review the vision and mission based on TCODE-INITIATE mandate.
  • Undertake stakeholder mapping and analysis.
  • Undertake a situation analysis of TCODE-INITIATE operations to date.
  • Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same.
  • Plan and facilitate workshop/s to prioritize strategic directions.
  • Propose a strategy for achieving the strategic objectives and key results.
  • Develop a results and resources framework for the plan period.
  • Finalize strategic plan and submit to TCODE-INITIATE.
  • Provide TCODE-INITIATE with the tools to be able to review their strategy on annual basis.
  • Link plan to M&E and communications strategic plans.

Deliverables:

  • Strategic plan including a results and resources framework.
  • Updated and reviewed institution profile including the mission and vision.
  • Tools for TCODE-INITIATE to be able to conduct internal strategic reviews.
  • Institutional Arrangement:
  • The Strategic Plan Consultant will be working under the direction and supervision of Initiate’s Project Manager and in coordination with the CEO.
  • The Strategic Plan Consultant will be supported by the 1001 Nights- RDPP.

 Qualifications Required:

  • The Consultant should possess the following minimum qualifications:
  • Master’s degree in a related field in the area of planning, public policy, community participation, social work, development studies or any other related field.
  • 5-10 years of experience in strategic planning and management.
  • Relevant working experience in community engagement and social activism, peace building and fundraising for social projects.
  • Knowledge in use of computer software packages for word-processing, excel, power point and internet.
  • Being proactive, organized, responsible and having the proven ability to work well with a team.
  • Excellent communication skills, teamwork, facilitation skills, hardworking, works well under pressure and flexibility.
  • Fluent in Arabic and English.
