Through INARA, USAID seeks to increase the supply of electricity generation at the community level and to increase the cost-effectiveness, eco-friendliness, sustainability, and reliability of power supply, while clarifying and strengthening the enabling environment for renewable energy-based electrical power generation.

The position is based in Beirut, INARA office, Naccashe, Lebanon. This position will start on July 2022 as a full-time employee contract.

Role and Responsibilities:

The Senior Electrical Engineer is charged with providing support to the Infrastructure technical lead for the overall project management and specifically in the project technical deliverables and implementation oversight.  In addition, s/he shall ensure that all project deliverables are met and delivered in a timely and efficient manner.  S/He will support the infrastructure team and provide technical expertise related to the infrastructure elements of the program. S/He maintains regular communications with the Infrastructure technical lead on procurement, and technical reporting and monitor sub-contractors hired for the design and construction activities of INARA.

Required and Preferred Qualifications:

  • Bachelor degree (Master or higher degree preferred) in electrical Engineering from a respected university
  • 5+ years of experience working on renewable energy projects in Lebanon or internationally
  • Familiar in Electrical design standards (IEC, BS, ANSI)
  • Experience working on hydro power plants, solar panels or other RE systems
  • Experience in designing, testing and inspecting renewable energy projects
  • Experience in MV Distribution network, Protection and control, and Energy metering.
  • Master solar systems design and studies using PVsyst of equivalent
  • Good knowledge in electrical calculation tools (ETAP, PSSE, or similar) is preferred
  • Ability to develop budget estimates and scopes of interventions
  • Ability to evaluate technical proposals
  • Ability to work under pressure and short timelines
  • Experience working with local design firms and construction firms
  • Ability to overseeing construction
  • Ability to Manage and mentor a small team Junior Engineers
  • Experience with procurement related to Renewable Energy programs or infrastructure
  • Strong English and Arabic writing and communication skills
  • Expert in MS office tool, Acad,
  • Must speak and write Arabic and English
  • Ability to work in groups
  • Flexible.  Eager to grow and learn
  • A Lebanese citizen, preferred

Specific duties include: 

  • Assist in the technical components of the project related to infrastructure and engineering including design, construction, hand-over and maintenance
  • Supports the Technical lead on the supervision of consultants
  • Oversees and manages the sub-contractors hired for the infrastructure and construction elements of the program
  • Responsible for implementing the planning, designing and installation of RE systems
  • Assisting in the implementation of all results under INARA’s activities related to RE systems
  • Provides quality assurance related to RE and manages Junior engineers
  • Assist in the design and roll out of sustainable Operations and Maintenance of renewable energy systems
  • Coordinate in the Monitoring, Evaluation and Learning activities of the program working with the MEL Manager. 
  • Assist in drafting RFP (T) for local sub-contract agreements for IMC for the RE and infrastructure component
  • Technical Assistance for the procurement process for local infrastructure sub-contractors (including design firms, local construction subcontractors)

Assists with and providing inputs to developing Annual Work Plans, Communication and Schedule of Deliverables, and other Plans as required by USAID.
