OBJECTIVE OF THE POSITION:

Under the supervision of the Project Manager, the TO accompanies HI partners in improving the level of disability inclusion in mainstream project (Livelihood Protection and Health Sector). The position will be based in Beirut. The project implementation will be between Bekaa, North Governorate and Beirut. The staff member has weekly visits to the areas of implementation.

 

Responsibilities

 

Responsibility 1: Capacity building of partners or staff to improve service delivery mechanisms.

 

Aim: Ensure that capacity building plans are established and run on a timely manner.

 

Tasks:

  • In close collaboration with the TA Inclusion and under the supervision of the project manager, contributes to the development capacity assessment tools and leads their implementation.
  • Based on capacity assessment results, contributes to the development of adapted capacity building plan.
  • With support of TA Inclusion, identifies technical resources required for the implementation of the plan and supports their mobilization in close coordination with the project manager and support services team.
  • Under the technical support of TA inclusion; contributes to the development of training plan, training materials, delivers training in the areas of expertise and organizes all capacity bulding sessions planned under the project.
  • Sets up coaching and mentoring mechanisms and accompany its enforcement.
  • Monitors the evolution of professional practices in the field of expertise and document changes.
  • Produces training and coaching reports and coordinates feedbacks for staff’s continous strengthening and for organisation’s development.

 

Responsibility 2: Support to the development of appropriate methodologies in the field of expertise as well as the development and implementation of research/survey.

 

 Aim: Under the TA inclusion’s lead and support; ensure that HI technical framework is followed and that all methodological frameworks and tools developed under the project are in line with HI standards of reference,  progressively put in place, functional and regularly adjusted based on lessons learnt.

 

Tasks:

 

  • Under the supervision of the PM and in coodination with the TA inclusion, identifies with the project team most appropriate modalities of intervention and related tools.
  • In close coordination witht the team; contributes to the development of the tools identified, organizes the pre – tests/ needs assessment whenever appropriate and adjusts them according to the results of the tests.
  • Provides coaching support to the partner’s teams during the use of the tools including field coaching.
  • Adjusts the tools based on monitoring’s outputs and team feedback.
  • Contributes to the development of researches/ surveys terms of reference, protocols and related tools in close collaboration with the project team and with the support of the TA MEAL and Inclusion.
  • Contributes to the project’s data collection as per the protocol defined.
  •  Proceeds to data analysis and reports’ production.

 

 Responsibility 3: Monitoring, lessons learning and reporting. 

 

Aim: Contribute to project monitoring, lessons learning and reporting

 

Tasks:

 

  • Contributes to the development of data collection tools to document indicators; collects data in relation with core tasks and measures the progress made.
  • Supports the project manager in analysing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention.
  • Contributes to the identification of good practices under the project.
  • Develops case studies and success stories to illustrate changes induced by the project and for communication use.
  • Contributes to planning and producing activity reports.
  • Contributes to the production of the donor’s report.
  • Contributes to the preparation and implementation of project quarterly review.
  • Participates to the organization of technical reviews and technical missions.
  • Participates to professional network at national level in the field of expertise of the project.
  • Under the PM supervision and with technical input from TA inclusion; support the development of lessons learning exercises -  (Data collection and analysis,  the prodcution of documents for dessimination) - .

 

Responsibility 4: Contribute to the development of methodologies and tools for the project and to their implementation.

 

Aim: The technical framework for implementing project activities is in place and regularly updated

 

Tasks:

  • Contributes to the identification of the tools needed for implementing the project activities and to their development;
  • Participates to lessons learnt analysis and tools adjustment;
  • Implements direct activities as per the framework validated by PM;
  • Mobilizes authorities and/or external stakeholders for facilitating project implementation and informs them regularly about the progress made and the challenges faced.
  • Develops activity sheet including budget for activities.
  • Liaises with logistics and finance departments as per the procedures in place to undertake purchase & expenditures as required for activities implementation.
  • Participates to the development of cases study.

EDUCATION AND EXPERIENCE:

  • University degree in Social Work, Psychology, and / or any other field related to "Inclusion".
  • Minimum 3 years’ experience in the field of disability rights and livelihood sector.
  • Fluent in Arabic and in Englsih (writing and speaking).
  • Skills and proven experience in developing training and providing coaching for capacity building.
  • Ability to develop information material.
  • Analytical Skills.
  • Ability to work with partners, civil society organizations.
  • Knowledge of referrals mechanisms.
  • Ability to respect dealines and to work under pressure.
  • Very positive personality, with strong orientation towards solution.
  • Adaptibility and flexbiltity.
  • Autonomy in work.
  • Excellent communication skills, proactive, solution maker, strongly positive, constructive, and dynamic personality.

Basic salary range for the position : The Technical Officer - Inclusion is going to be paid according to the experience and to HI salary Grid.

Basic Salary range between USD 1560 – USD 1800
