OBJECTIVES

Under the direct management of the Area Coordinator, and with close links with the Country Director and the Security, Context and Access Advisor the Strategy Advisor supports the strategic development of HI’s access to the concerned areas and, when tasked to do so, represents HI with local stakeholders.

 

In addition, according to the needs and in reasonable proportion to the total workload, the Strategy Advisor supports the Area Coordinator, the Country Director and/or the Security, Context and Access Advisor in monitoring the context, networking with relevant stakeholders, and advising the operational teams on issues linked with access, humanitarian policy, and program monitoring.

 

ACCOUNTABILITIES

Line Manager: Area Coordinator

Functional Manager: Security and Context Advisor in Amman + Country Director

Line Manager+1: Country Director

 

RESPONSIBILITIES

Responsibility 1: Access and partnership negotiation

Objective: Ensures access in concerned areas in collaboration with the relevant departments and in line with HI strategy.

Benchmark: Ensure negotiations proceed smoothly and HI advances its access agenda.

 Activities:

S/he contributes to HI’s access negotiations with official actors, both through remote discussions and through visits to concerned areas, in close coordination with the Country Director

S/he supports the definition and the implementation of the action plan for access negotiation (risk analysis, choice of options, mitigation measures, orange lines, and red lines, identification of resources, etc.);

S/he supports the Project Support Officer in mapping out local actors, stakeholders, and potential partners in specific areas/sectors of intervention;

S/he discusses and explores new potential partnerships with potential local partners, in close coordination with the Area Coordinator;

 S/he proposes and implements innovative approaches and methodologies to advance with negotiations, in case of blockages/delays;

 

Responsibility 2 Representation

Objective: Represent HI in front of external and internal stakeholders according to the delegation given.

Benchmark: Ensure that HI is Represented as per its mandate and priorities.

Activities:

S/he is one of the key interlocutors of HI towards governmental authorities, in close coordination with the Country Director;

S/he is one of the key interlocutors of HI towards external actors with influence in governmental areas (foreign embassies, religious leaders, etc.), in close coordination with the Country Director;

S/he one of the key interlocutors of HI towards potential local partners in governmental areas, in close coordination with the Area Coordinator.

 

Responsibility 3: Strategy and program development

Objective: Ensures strategical contribution to the Regional Office strategy

Benchmark: Ensure that good practices under the project are identified and shared; used for advocating towards vulnerable people inclusion.

Activities:

S/he contributes to initial need assessments in new potential intervention areas and capacity assessments of new potential partners;

She manages focal points when activated in concerned areas.

S/he contributes to the definition of HI’s operational strategy for the concerned areas

S/he contributes to the definition of the communication strategy, the advocacy strategy, and the humanitarian policies for the concerned areas with suggestions, advice, and/or warnings;

 S/he participates in mission workshops and meetings and when requested, in regional events;

Contributes to program operational strategy (STRATOP)

Contributes to defining the strategy for Regional Office

 

Responsibility 4: Security, context and access management

Objective: Contributes to follow-up and update security procedures for HI

Benchmark: Ensure that the necessary measures are available and capable of security implementation.

Activities:

S/he monitors regularly the political, military, social, and economic context and produces regular updates/reports.

S/he prepares and updates the relevant security documents for the concerned areas  (risk analysis, contingency plans, security plans, Roadmaps, SOPs, etc.), with the support of the Security, Context and Access Advisor;

S/he manages the applications for visas and/or invitation letters for any HI staff official visit in the Country

S/he briefs HI staff on context and security before any official visit and debriefs them after the end of their visit;

S/he contributes the logistic and administrative aspects of such visits, with support from HI’s logistic and finance teams at the regional office

S/he is the main security focal point for HI staff during official visits in governmental areas. When requested, s/he leads the management of any security incident at field level in concerned areas

S/he ensures strict respect of any applicable security measures;

S/he ensures security training to partners and HI staff regarding SOPs and specific topics

 

Responsibility 5: Reporting

Objective: keep an accurate record of security development and changes in the context

Benchmark: -

Activities:

S/he ensures the preparation of internal memos, minutes of meetings, and/or reports, according to the needs of the mission;

S/he provides weekly context, analysis reports to AreaCo and SCAA

S/he provides the incident report to AreaCo, Country Director and SCAA

S/he provides regular reports to the Area Coordinator and the Country Director

              S/he provides the Area Coordinator and the Country Director with a mission report and/or handover document and a complete file and e-mail backup at the end of his/her contract;

 

REQUIREMENTS

 

Education and Experience:

Bachelor degree in Public Policy/Administration, Development, or any other related field 

More than 7 years of working experience

At least 5 years as a humanitarian worker with the progressive increase in responsibilities

Previous experience in access negotiation and senior-level representation

Previous experience in context, access and/or security analysis and management

 

Professional Skills:

• HI’s vision, mandate, values, and strategy

• Humanitarian principles

•Substantial experience in representation, access negotiation, and security management

•Good written and spoken language is essential

•Experience of working with INGO and experience of working with teams of people with varying experience in security planning and management

•IT skills (information search software), including the use of different communication devices, computers, GOS, and mapping software

•Deep knowledge of the region and the context

•Commitment to the Red Cross and NGO code of conduct

•HI’s vision, mandate, values, and strategy

•Humanitarian principles

•Humanitarian environment

 

Computer Skills:

Excellent knowledge of Microsoft Office (Excel, Outlook and Word, and other relevant software)

 

Language:

Oral and written fluency in English
