HI is managing a remote humanitarian program from three hubs in the Middle East region, along four main pillars:

1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical and functional rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervision, and donations of assistive devices and/or equipment;

2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;

3. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.          

4. The actual intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organizations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.

  1. OBJECTIVES

Provide psychosocial services to national staff with a maximum of 200 hours for individual sessions and maximum of 10 group sessions for the period of one year as below:

  1. Provide at least 1 awareness raising session in each base (6 bases) to inform staff on the service and general information on staff care (will require a minimum of 1 visit per year to each hub in the area of operations).
  2. Provide individual psychological support sessions to national staff members of HI mission – in the Middle East preferably face-to-face sessions, but also by phone and skype, as needed, to a maximum of 6 individual sessions per staff per calendar year
  • HI’s employees will directly contact the service provider to schedule their appointment, preferably on Friday and Tuesday, according to the availability of the service provider.
  • The service provider will consult the staff list in the annex to this contract to confirm the person is entitled to the individual session (depending on previous sessions received).
  • The person will confirm that the service was received by internal e-mail monitored by the HRCo
  • The service provider will invoice HI on a monthly basis for the sessions completed during the month
  • Additional sessions provided upon request of the employees: after the 6th session, and according to the level of needs, the decision will be made upon HI HR Co validation to 1/ extra additional sessions; 2/ refer the employee to the adequate service
  1. Provide psychological support sessions/debriefings to partners’ staffs after facing critical incidents:
  • The staff will be referred by the HR Co
  • if 5 or more persons impacted: 1 group session for all + 1 individual session/person upon request; if more individual sessions are needed, the decision will be taken together with the HR Co.
  • If 4 persons or less impacted: 1 individual session provided to each one + 1 additional individual session/person upon need; if more individual sessions are requested, the decision will be taken together with the HR Co.
  • Sessions will be provided by Skype and/or face-to-face, depending on the situation.
  1. The consultant/company/firm/institution should provide a male consultant based on the needs of the staff.

Sessions can be delivered via Skype/phone, depending on the situations/conditions

In case of field visits required, HI will take care of the transportation, accommodation (either in a hotel or individual room in the shared guesthouse), visa, and all costs related to the trip and the travel allowance, as specified in the contract for the working hours spent traveling, according to flight tickets. A local mobile phone will be provided for the whole duration of the stay.

 

  1. SELECTING CRITERIA

 

Experience

  • Minimum of 4 years of work experience in humanitarian mental health psychosocial support (MHPSS) programming.
  • Experienced trainer/capacity building expert with in-depth knowledge about relevant topics to include staff-care and management; core principles of MHPSS, crisis interventions, etc.
  • Cross-cultural working experience in the field of staff care and psychosocial support.
  • Strong work ethics and commitment to humanitarian issues.
  • Knowledge and experience providing individual and group staff support activities.
  • Strong interpersonal and communication skills in a dynamic, multicultural setting.
  • Proven reliability in the delivery of timely and quality services.
  • Strong analytical skills.
  • Sound understanding of professional ethics as they apply to mental health and employee care.

  1. Arabic: Native speaker of the language( mother tongue)
  2. English: excellent command in English written and spoken

 

 

  1. EDUCATION AND CERTIFICATES
  1. Bachelor’s degree in Psychology or related science.
  2. A certificate in Clinical Psychology and or Psychotherapy
  3. Licensed as a Psychotherapist is a plus.

     

  1. PROPOSAL

 

  1. Preparation of Proposals

The Consultant shall bear all costs associated with the preparation and submission of its Proposal and HI shall not be responsible or liable for those costs, regardless of the conduct or outcome of the selection process. HI is not bound to accept any proposal, and reserves the right to annul the selection process at any time prior to contract award, without thereby incurring any liability to the Consultant;

  1. The Proposal, as well as all correspondence and documents relating to the Proposal, exchanged between the Consultant and HI, shall be written in English;
  2. Proposals must remain valid for 120 calendar days after the proposal submission deadline, during this period; the Consultant shall maintain its original Proposal without any change, including the availability of the Key Experts, the proposed rates, and the total price;
  3. HI will make its best effort to complete the negotiations within the proposal’s validity period. However, should the need arise, the Client may request, in writing, all Consultants who submitted Proposals prior to the submission deadline to extend the Proposals’ validity;
  4. The Consultant has the right to refuse to extend the validity of its Proposal in which case such Proposal will not be further evaluated.

 

  1. Technical Proposal

The following documents must be included in the Technical proposal:

  1. Trainer’s CV.
  2. Copy of Bachelor’s degree in Psychology or related science.
  3. Proven previous experience.

 

  1. Financial Proposal

The Financial Proposal shall list all costs associated with the assignment.

 

  1. Administrative Documentation
  1. Legal and valid registration.
  2. Evidence that government taxes have been paid.
  3. The consultant(s) are responsible for personal/life/travel and health insurance for themselves and their team(s).
  4. Proof that the Service Provider has paid social security contributions
