OBJECTIVE OF THE POSITION:

Under the supervision of the Project Manager, the Project Officer is responsible for implementing project’s activities and for mobilizing partners and/or other project’s stakeholders along implementation.

 

 

Responsibilities

 

Responsibility 1: By delegation from the Project Manager, lead in the target geographical areas the project’s planning and implementation.

Aim: Ensure the activities are implemented on time and within the defined budget.

 

Tasks:

  • Participate to the planning process under the supervision of the PM and to its regular review.
  • Produce monthly work plan based on project planning and report achievements during weekly team meeting.
  • Collect data for documenting indicators under supervision of the PM.
  • Organize and lead project’s monthly follow up meetings.
  • Actively participate to all project’s meetings and lead some meetings based on delegattion from the PM.
  • Prepare and send minutes from all the meetings and discussions internally with the project’s team, with project’s partners, and with external actors.
  • Quality check, consolidation, and diffusion of the reporting/request tools.
  • Report to the PM upon request.
  • Participate to the project’s monitoring (mid-term review…).
  • Report any constraints or problems faced with the team before taking any action.
  • Participate to intermediate and final project’s reporting.
  • Provide the PM with a mission report and/or handover document at the end of the assignment.

 

Responsibility 2: Ensure  the monitoring system of the project is implemented.

Aim: Support quality implementation of the activities under partners’ responsibilities.

 

Tasks:

  • Coach the project’s partners for implementing activities in respect of the approved framework & tools.
  • Collect data and results delivered by the partner.
  • Identify partners’ needs for capacity building.
  • Support the project’s team to the development and implementation of capacity building response.
  • Monitor qualitative project’s implementation; ensuring successful realization and achievement of project’s objectives and indicators.
  •  Ensure collection and archiving of sources of verification; especially the contractual ones.
  • Propose any adjustment of the project whenever needed (change of context, delay in the implementation, adaptation of tools, etc.)
  • Ensure the quality of work of his/her team through regular field visits, monitoring on data collection, supervision on implementation of technical guidelines and internal procedures.
  • Contribute to the methodologies for major baseline and to needs’ assessment for the project.
  • Keep track of all monitoring & evaluation schedules and implementation of monitoring & evaluation procedures.
  • Ensure quality, accuracy, and confidentiality of data and serious follow up of available guidelines.

 

Responsibility 3: Contribute to the development of methodologies and tools for the project and to their implementation.

Aim: The technical framework, for implementing project’s activities, is in place and regularly updated.

 

Tasks:

  • Contribute to the identification of the tools needed for implementing the project’s activities and to their development.
  • Participate to lessons learnt analysis and tools adjustment.
  • Implement directly activities as per the framework validated by PM/DPM.
  • Mobilize authorities/ external stakeholders for facilitating project’s implementation and inform them regularly about the progress made and the challenges faced.
  • Develop activity sheet including budget for activities.
  • Liaise with Logistics and Finance department as per the procedures in place to undertake purchase & expenditures as required for activities’ implementation.
  • Participate to the development of cases study.

 

Responsibility 4: Contribute to project lesson learnt and promotion at national & international level.

Aim: Good practices under the project are identified and documented.

 

Tasks:

  • Collect data as per the framework defined and contribute to their analysis.
  • Input in the identification and analysis of the project’s good practice.
  • Participate to the organization of dissemination of good practices among local, national, and international stakeholders (Government, NGOs, Donors…) involved into similar field of expertise.

 

Responsibility 5: Liaison with stakeholders and identification of the different services provided at local level.

 

Tasks:

  • Meet on regular basis the different stakeholders.
  • Participate to the Working Groups related to the field of intervention at national and/or local level.
  • Facilitate media and donor visits on the field if required by the HOM, according to the TOR and the team’s inputs.

 

Responsibility 6: By delegation from the Project Manager,  lead the partnership framework & coordinate with partners and stakeholders involved in project’s implementation area.

 

Tasks:

  • Identify partners’ opportunities.
  • Develop partnership agreement in close relation with Operations and Finance Teams.
  • Organize coordination meetings with the partner to assess the progress made under project’s implementation; in the spirit of reciprocal collaboration.
  • Support the partners for identifying their needs for capacity building.

Based on the needs identified, develop adapted response with support from other services if necessary and coach the partners along implementation.

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

 

EDUCATION AND EXPERIENCE:

 

  • University Degree in the field of expertise of the project: Sociology, Public Health, Project Management,
  • At least 3 years of practical  experience in the field of expertise of the project, working with  local/community based organization/services providers.
  • Working experience with NGOs.
  • English is mandatory (oral and written).
  • Knowledge about Disability and Mental Health.
  • Knowledge of the general inclusion concepts and frameworks, such as disability rights and disability creation process, is an asset.
  • Ability to work within a team ( with project team and with partners) and independently; without constant supervision.
  • Good communication skills; ability to communicate effectively and to write reports that are clear & concise and record documentation in an appropriate manner.
  • Ability to develop accessible information materials.
  • Ability to identify and assess risks related to project implementation.
  • Availability to be based in Beirut with extensive travel to the South, Bekaa, and North of the country and in Palestinian camps.
  • Open-minded to project constraints; ability to work under pressure in an unstable and changing environment.
  • Ability to work under high pressure with a great level of personal organization.
  • Very positive personality, with strong orientation towards solutions.
  • Proven training skills.
  • Leadership skills.
  • Flexibilty and availability.

Basic salary range for the position : The Project Officer is going to be paid according to the experience and to HI salary Grid.

Basic Salary range between USD 1400 – USD 1800
