Position’s mission:

In collaboration with the Humanitarian Access and Security Manager (HASM), the role of the Humanitarian Access and Security Officer dedicated to Atlas Logistique is to contribute to ensuring the security of HI-Atlas Logistique staff and assets and to increase as much as possible HI-Atlas Logistique's access to vulnerable populations.

His/her role is to assess the access challenges in the different targeted areas, conducting access exploratory missions to meet local actors and inform Atlas’ access strategy, help develop proper risk analysis, security frameworks, tools, and protocols in place

Reports to: Humanitarian Access and Security Manager (HASM)

Interacts with: Humanitarian Access and Security Officer, Tracking Oficer, Atlas Logistics Manager of Operations

1. Humanitarian Access and Security Analysis

  • Support the development of an access and security context analysis for new operational areas, including: 
  • Threat identification and mitigation measures.
  • Actor mapping of relevant stakeholders and local authorities to facilitate safe access.
  • Collaborate with the HAS Manager to implement a specific strategy to improve humanitarian access in targeted areas.
  • Continuously analyse the humanitarian context, identifying barriers to access, opportunities for improvement, and key actors.

2. Humanitarian Negotiation and Liaison

  • Conduct humanitarian negotiations with authorities and key actors to support safe access and program Implementation.
  • Assist in the preparation and conduction of exploratory visits and the opening of new areas.
  • Build and maintain a network of local actors, authorities, and key informants to enhance acceptance of Atlas and HI in areas of intervention.
  • Strengthen acceptance of HI and Atlas programs through continuous engagement with local stakeholders.

3. Security Framework Development and Integration

  • Help ensure that Atlas-adapted security rules (movement, means, conveyers) are fully integrated into HI's general security framework in Lebanon, with the support of the HASM.
  • Support operational planning by providing security analyses, recommendations related to staff movements, Atlas personnel, and truck drivers.
  • Contribute to the development, updating, and implementation of Atlas security system (procedures, documents, briefings and tools).

Qualifications:

Education:

- Essential: Bachelor degree

- Desirable: Degree or training in humanitarian actions, international security/relations

Experience:

  • Essential: 2 years previous experience in security or liaison in an INGO/NGO
  • Previous experience in access position for INGOs/NGOs - Desirable: training in humanitarian negotiation

Language:

- Essential: Arabic and English  

- Other Skills: Strong knowledge of the security context in Lebanon and local actors, with a demonstrated knowledge of the Bekka and/or the South - Existing and established network in Bekka and/or South

Basic salary ranges for the position is going to be paid according to the experience and to HI salary Grid.

Basic Salary: Starting 1,700 USD
