HelpAge International’s goal is global change in the life of older people and inclusion and protection programmes globally included in strategic plan of many regions where HelpAge International operating.

 

We want older people enduring humanitarian crises to be able to say this too. We work to achieve this by providing humanitarian assistance in situations of conflict and disaster; by building technical expertise and evidence in key areas for older people in humanitarian crises; and by using our expertise and experience to inform and influence global and local humanitarian response to make sure older people have access to humanitarian services and their well-being have been carefully integrated in humanitarian response related projects.

 

In order to meet older people’s humanitarian needs and develop effective strategies and expertise, HelpAge and its partners implement inclusion programmes in Eurasia and Middle East in humanitarian contexts including conflict and displacement settings and in the aftermath of natural disasters.

 

In order to achieve the quality and scale of support that is required to meet the humanitarian needs of older people in an ageing world, we engage in the inclusion project in Lebanon. This to shape and inform our inclusion work with other humanitarian actors including NGOs,  UN  agencies,  clusters,  governments, donors and private sector actors to ensure older people and those with disability-related vulnerabilities are included in response to Syrian Crises in Lebanon.

 

Purpose of the job

To be responsible for all aspects of HelpAge International’s programme in Lebanon.  The post holder will develop and manage the programme implementation as per the agreed objectives. Programme expansion to take place in partnership with local NGOs, INGOs and network members while ensuring quality programming, monitoring and grant management. Overall to set the Lebanon programme on a strategic direction that is in line with the new HelpAge strategy (currently being developed) and ensure the rights of older people are respected and protected.

 

Job activities

  • Prepare, monitor and drive the implementation of an annual strategic and programme plan for HelpAge International’s work in Lebanon.
  • Ensure that HelpAge International’s programme in Lebanon encompasses the HelpAge International themes of older people’s access to secure incomes, access to quality health care services, support during emergency and recovery situations and participation in local movements that enable older people to challenge age discrimination and claim their rights.
  • Prepare, monitor and drive the implementation of annual operations plans and budgets for HelpAge International’s work in Lebanon.
  • Prepare, monitor and lead the implementation of a funding strategy for HelpAge International in Lebanon including the preparation of funding proposals, exploring and developing new partnerships and remain updated on  donor intelligence (their focus, funding  cycles, project proposal calls).
  • Lead timely programme implementation including monitoring, learning, accountability, timely reporting and financial management (including HelpAge International and donor reports).
  • Represent HelpAge International and the work of partners in Lebanon at meetings with donors, Lebanon INGO forum, relevant Clusters, UN agencies, other coordination bodies, national and local government and other external bodies.
  • Support the development of a network of organisations working with and for older people in Lebanon and encourage their participation in  HelpAge International’s EME network.
  • Prepare Emergency Preparedness plan for Lebanon
  • Monitor the trends in local, national and international policy and strategy that impact on the situation of older people and their organisations in Lebanon.
  • Manage the HelpAge International Lebanon office ensuring the security and maintenance of HelpAge International staff and property, including vehicles, offices, and equipment.
  • Efficiently manage HR, plan for staff capacity building as per the organisational /programme needs and ensure all staff is performance managed
  • Roll out the safeguarding policy in the Lebanon office and ensure staff well-being is a priority.
  • Regular review of Project budgets/ spending (FPS)  and performance  on management and gender indicators used by HelpAge (SADDD and MMI)
  • Ensure there is zero tolerance to corruption and anti-corruption policy is exercised in the Lebanon programme, partners adhere to it and the code of conduct
  • Ensure that HelpAge International Lebanon complies with all local laws and regulations, particularly with respect to foreign exchange, taxation and employment. Prioritise registration of HelpAge in Lebanon
  • Undertake any other duties as and when necessary to fulfil the objectives of HelpAge International in Lebanon and the  EME region.

 

Extent of Authority

The post-holder will report to the Regional Head of Programmes, EME region. S/he will have direct management responsibility for the programme within the parameters set out by approved strategies, annual plans and budgets.
