Helem is the first LGBTQIA+ rights organization in the Arab world, officially established in Beirut, Lebanon in 2001. Its mission is to lead the struggle for the liberation of Lesbians, Gays, Bisexuals, Intersex, Transgendered, Queer (LGBTQIA+), and other people with non-conforming sexualities and/or gender identities in Lebanon and the SWANA region from all sorts of violations of their individual and collective civil, political, economic, social, and cultural rights. Our goal is to empower young LGBTQIA+ leaders to advocate for their own liberation. We seek to create initiatives and spaces where our communities can leverage unity through diversity and build power. We protect and support individuals with the resources to resist the harm caused by homophobia and transphobia. We empower our youth through education and community building and mobilize to change the laws, policies, and practices that deny us equality and reduce our quality of life.

The Strategic Planning Consultant will lead the development of a comprehensive three year strategic plan that strengthens Helem’s position as a leading LGBTQIA+ rights organization. Reporting to the Executive Director, the Consultant will collaborate closely with team members, board members, and community stakeholders to ensure the resulting plan is inclusive, feasible, and aligned with Helem’s values. 

The main objective of hiring a Strategic Planning Consultant is to assist Helem’s team in:

  • Assessing current strategies and overall organizational direction.
  • Rewriting Helem’s vision, mission, and theory of change 
  • Aligning these strategies with Helem’s vision, mission, theory of change, and ongoing activities.
  • Developing a three year strategic plan that includes clear objectives, measurable outcomes, and actionable steps.
  • Ensuring the plan is responsive to the evolving needs of LGBTQIA+ communities we serve.

 

Scope of Work

Under the guidance of the Executive Director and in collaboration with key stakeholders, the consultant will:

Conduct a Situation Analysis:

  • Review existing organizational documents (mission, vision, theory of change, past strategic plans, program reports, etc.).
  • Facilitate discussions with staff, board members, community partners, donors, partner organizations and beneficiaries to identify current strengths, weaknesses, and opportunities

Stakeholder Engagement & Data Collection:

  • Organize and lead focus groups, interviews, or workshops with team members and community stakeholders to gather input.
  • Synthesize feedback to identify priority areas for the next three years.

Strategy Development:

  • Draft a comprehensive strategic framework, including goals, objectives, and key performance indicators (KPIs).
  • Ensure the framework reflects the core principles of inclusivity, intersectionality, and rights-based approaches.

Action Plan & Implementation Roadmap:

  • Develop a detailed three year action plan with timelines, responsibilities, and resource allocation.
  • Create risk mitigation strategies and sustainability measures to ensure long-term impact.

Final Documentation & Capacity Building:

  • Produce a final Strategic Plan document that clearly outlines the organizational direction for 2025–2028.
  • Provide training or workshops to staff on implementing and monitoring the new strategy.

Methodology

  • Participatory Approach: The consultant is expected to use inclusive, participatory methods that engage a diverse range of stakeholders, particularly LGBTQIA+ community members and partner organizations.
  • Data-Driven & Evidence-Based: Recommendations should be grounded in research, best practices, and relevant data.
  • Intersectional Framework: Strategies should consider multiple dimensions of identity and ensure that the plan remains fully inclusive of various sub-groups within the LGBTQIA+ community.

Deliverables

  • Inception Report: Outlining methodology, detailed work plan, and timeline.
  • Situation Analysis Summary: Including key insights from stakeholder engagement.
  • Draft Strategic Framework: Preliminary three year strategy with high-level goals and KPIs.
  • Action Plan & Implementation Roadmap: Clear, actionable steps with timelines, budgets, and responsible parties.
  • Final Strategic Plan: Comprehensive document incorporating feedback from the organization’s leadership and stakeholders.
  • Presentation/Workshop: Session with staff and board members to facilitate handover and ensure understanding of the plan.

Professional Experience:

  • Proven experience in strategic planning, organizational development, or consulting for NGOs.
  • Demonstrable track record in designing multi-year strategies and action plans.
  • Familiarity with LGBTQIA+ rights, advocacy, and social justice frameworks.

Skills & Competencies:

  • Excellent facilitation, communication, and interpersonal skills.
  • Strong analytical skills to interpret both qualitative and quantitative data.
  • Cultural competency and sensitivity towards LGBTQIA+ communities, locally regionally and internationally.
  • Ability to work collaboratively with diverse stakeholders.
