Position Title: Livelihood Project Manager

Duty station: Lebanon, Al Ain (North Baalbek)

Starting date: 15th February 2022

Contract Length: 10.5 months (with possibility of extension)

WORKING CONTEXT

WeWorld-GVC has been working in Lebanon since 2006 supporting vulnerable populations and is now seeking to expand its current Livelihood interventions in North Bekaa and Akkar with new project opportunities. WW-GVC approach aims to generate short-term and long-term income and job opportunities, through labour-intensive interventions, training of workers and farmers, support to small and medium producers, and promotion of environmentally sustainable agriculture. Moreover, WW-GVC strategy will build upon ongoing projects to strengthen participatory multi-stakeholder dialogue for regional economic development and producers’ aggregation. Within this framework, WW-GVC seeks to recruit an experienced Project Manager, willing to commit for a long term, for successfully leading the implementation of WW-GVC’s Livelihood projects, in close cooperation with the project partners, beneficiaries, and stakeholders.

KEY RESPONSIBILITIES

Project Management

  • Plan, lead and supervise all project activities, implemented directly or through partner organizations
  • Conduct procurement processes in collaboration with the logistics and finance departments, and ensure close monitoring and follow-up of contracted works and services
  • Manage the project’s budget in collaboration with the logistics and finance departments
  • Ensure project activities follow a participatory approach, involving stakeholders’, listening to and addressing their concerns where possible
  • Monitor and assess the progress of implementation of activities in collaboration with the MEAL department and project staff and devise corrective measures as and when required, ensuring that project impact is maximized and lessons learnt are continuously documented and shared
  • Prepare timely reporting to donors, ensuring reliability of information and confidentiality of sensitive information

Team Management and HR

  • Ensure the appropriate staffing of the project, planning and implementing specific actions to recruit, manage, train and motivate staff, building a collaborative and high performing team and a good working environment
  • Ensure that directly line managed staff have clearly defined objectives, understand their responsibilities and receive meaningful feedback on their performance
  • Provide support and advice in supervision, guidance, coordination and monitoring for project technical and social staff, ensuring clarity over project plans and priorities and encouraging effective teamwork

Strategy development and programme development

  • Provide input and develop strategies for local economic development / agriculture / livelihood topics, including technical, social and institutional approaches
  • Contribute to the execution of needs assessments in areas of interest, and the elaboration of concept notes / project ideas

Communication, coordination and representation

  • Establish and maintain networks with operational and institutional interlocutors involved in the project
  • Represent WW-GVC at relevant coordination and representation meetings involving local authorities, stakeholders, partners, as well as sector program meetings or other relevant coordination bodies
  • Prepare visits of donor representatives / HQ visitors / other stakeholders whenever requested
  • Report on specific incidents, trends or contextual events occurring in the Area of Intervention

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge:

  • An advanced university degree or equivalent in the field of Development Studies, Economics, Project Management, or similar
  • Fluent in written and spoken English

Professional experience:

  • Minimum 3 years of working experience in NGOs’ project management
  • Proven experience with impact-driven implementation of activities and team management, as well as logistics, MEAL and budgeting in collaboration with respective departments
  • Previous working experience in short-term / long-term livelihood interventions in rural and conservative contexts
  • Deep understanding of the local social and political context

Skills and Abilities

  • Strong interpersonal, staff management and leadership skills
  • Good communication skills, in written and spoken, adapted to different levels
  • Ability to identify, initiate and maintain good relationships with partner organizations, donors and local authorities including building professional relationships with senior decision-makers and influencers / leaders.
  • Proven organizational skills and ability to effectively manage multiple tasks and perform under stress conditions
  • Ability to think strategically and conceptually and to translate these into concrete results
  • Capacity to work autonomously and in problem prevention/resolution
  • Integrity in line with the NGO values and ethical standards
  • Cultural, gender, religion, and age sensitivity and adaptability

DESIRABLE REQUIREMENTS

  • Previous working experience in North Bekaa and/or Akkar
  • Previous experience in program implementation through consortia or implementing partners
  • Previous experience in management of UN-funded programs
  • Knowledge of Arabic
