“Expression of Interest for construction and interior works related to a community center in Chekka and Zgharta & a nursery in Tripoli, North of Lebanon”

REQUEST FOR EXPRESSION OF INTEREST (EOI)

New Construction & Interior Works: General Contractors

1. Introduction 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project the Local Development Program for Urban Areas in North Lebanon (UNP-NL). As part of this project GIZ intends to award contracts to General Contractors for construction- and interior works for the following three separate projects:

1. Chekka, North of Lebanon:             Chekka Community / Development Center (CDC)
2. Zgharta, North of Lebanon:             Zgharta Community / Conservatory Center
3. Tripoli, North of Lebanon:               City Garden Nursery of Tripoli

Interested contractors have the option to express their interest for just one, two are all three projects. Accordingly, the contractor has to clearly declare its interest in the official letter and accordingly mark the selection with a cross under 7.0 in attached “A12 Questionnaire”. As a result of the EoI the 3 projects will be tendered separately or in clusters.

2. Projects Brief and Scope of Works

2.1 Chekka Community / Development Center (CDC)

GIZ UDP-NL in close collaboration with local partner intends to finalize the construction and equip an existing space in a building consisting of one basement & 2 upper floors and having a total built up area of approx. 1000m².

For the services related to the planning and supervision of works, GIZ UDP-NL partner will offer all architectural and engineering services related to the planning, design, building permission, supervision and liability management of the implementation works.

GIZ represented by the UDP-NL Team has contracted a technical control office to carry out all the required missions, including but not limited to the Lebanese Decree #7964, and the essential procedures to update the permit file of the project and acquire all essential approvals to request the final occupation permit for the building.

Currently, the building is almost finalized, however some modifications in the floor layouts shall be implemented to comply with the fire safety requirements of the Lebanese Decree #7964, such as addition of an exit external staircase, openings, etc.

For the construction and interior works related to the community center GIZ intends to contract a contractor with provable experience.

The scope of work includes (among other works):

• Demolition works (non-bearing walls, opening in façade in non-bearing walls; existing sanitary rooms; tiling on walls and floors, …)
• Installation of an elevator
• Small concrete works
• Steel works (external fire escape staircase)
• Execution of non-bearing walls (bricks, gypsum boards, …)
• Plaster works
• Carpenter works (doors, partially fire-rated; built-in-furniture, …)
• Internal Painting works
• Sanitary works
• Electrical and mechanical works
• Optional: Center furnishing
• etc.

2.2 Zgharta Community / Conservatory Center

The existing building consists of a ground and a basement floor with a landscape area in front of the building. The intended intervention is mainly related to ground floor.

For the services related to the planning, supervision of works and liability management, GIZ UDP-NL will contract an architectural office.

Currently, the building is almost finalized and already partially in use., however some modifications will be implemented to expand the occupancy of the building by developing an incubation center within the existing available space.

For the construction and mainly interior works related to the community centers GIZ intends to contract a contractor with provable experience.

The scope of work includes (among other works):

• Demolition works (non-bearing walls, opening in façade in non-bearing walls; existing sanitary rooms; tiling on walls and floors, …)
• Optional: Installation of an elevator
• Small concrete works
• Steel works (external fire escape staircase)

2.3 Tripoli City Garden Nursery

GIZ UDP_NL in close cooperation with the municipality of Tripoli is planning to establish a new City Nursery to provide the infrastructure of developing the urban greenery of the city.

The Municipality have dedicated a 4924 sqm plot in Tripoli for the project, where for the services related to the planning and supervision of works, an architectural office has been contracted by GIZ UDP_NL.

The scope of work includes (among other works):

• 1 floor Constructions blocks not exceeding the built up are 430sqm and the height of 5m, including offices, workshops, storage & sanitary service like showers and W.C.´s.
• Service roads inside the premises (gravel, asphalt, etc.)
• Changing and enhancing the ground cover (compacted soil, gravel, etc.)
• At least one greenhouse (“smart greenhouse”, 8x40m) complete with needed equipment (ventilation, sensors, irrigation, lighting etc.)
• Water supply system (water tank(s), pump bay, irrigation network, connection to public water supply. etc)
• Sewage system (incl. connection to public system
• Equipping the premises with benches for saplings
• Electrical network and outside lighting, plus a back generator with fuel tank etc.
• Plantation of fixed trees and shrubs
• Optional: procurement of seeds, plants, garden tools etc. as first equipment
• Refurbishing the existing site’s wall fence
• Optional: furnishing and equipping the new buildings (admin, staff, etc.)

3. Projects Timelines

Tender procedure from invitation to tender until signing of contract is expected to take place:

1. Chekka Development Center:           March and April 2021
2. Zgharta Conservatory Center:           June and July 2021
3. City Garden Nursery of Tripoli:          April and May 2021

The construction works are expected to be performed and completed approximately within:

1. Chekka Development Center:           3 months from signing of contract
2. Zgharta Conservatory Center:           3 months from signing of contract
3. City Garden Nursery of Tripoli:          6 months from signing of contract

4. Documentation 

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest (pls indicate the projects you are interested in, letter must be attached)

2. Company details including full company name, full address, phone and email (data/information to be filled in A12)

3. Copies of original documents defining the constitution or legal status, place of registration and principal place of business (documents must be attached)

4. Copy* of valid registration / licenses (all documents must be attached separately):

• Certificate of quittance from the Lebanese Order of Public Works and Buildings Contractors
• Certificate from the Order of Engineers: confirming membership of contractor key engineer to any one of the two Orders of Engineers in Lebanon
• “Good Financial Means” letter, if available.

5. Company profile including number of employees (permanent / temporary / in total) mentioning their job position / qualification. Short CVs for the key technical staff intended to work for the project. Minimum requirements: 2 persons in construction management / office staff; 2 field officer / site engineers.

6. For Chekka & Zgharta Community Centers:

Up to 5 references projects, performed within the last five (5) years, related to rehabilitation / interior construction and finishing works from which minimum 2 projects shall be subjected to the Lebanese Decree #7964 (Public safety law). For completed projects please submit official handing over statement stamped and signed and / or reference letters from the owner / user of the building about satisfying performance (top 5 reference projects to be named and detailed in A12 questionnaire, projects description max 2 A4 pages per project shall be attached separately with pictures and plans).

For Tripoli City Garden Nursery:
Up to 5 references projects, performed within the last five (5) years, related to agriculture & Landscaping For completed projects please submit official handing over statement stamped and signed and / or reference letters from the owner / user of the building about satisfying performance (top 5 reference projects to be named and detailed in A12 questionnaire, projects description max 2 A4 pages per project shall be attached separately with pictures and plans).

7. Value of works for each of the reference projects described above under 6). (data/information to be filled in A12).

8. Annual total turnover for each of the five (5) last years. The average value during the last five years shall not be less than 500.000, -USD / year. (data/information to be filled in A12, copies with official third-party accounting reports for the annual turnover should be attached separately, if available).

9. Evidence of ownership of equipment and machinery necessary to execute the works or evidence of possibility to hire the same (data/information to be filled in A12)

The contract currency will be US-Dollar.
