Call for Project Ideas: CBOs working on the prevention of violence against women and girls in Lebanon

GIZ PVAWG project overview:

Violence against women and girls (VAWG) is a serious and widespread problem in Lebanon that comes with heavy social and economic costs on the Lebanese society. With the ongoing COVID 19 pandemic the phenomenon became more recurrent, particularly when it comes to domestic violence. 

With funding from the German government, The GIZ-PAVWG project aims to improve the coordination and cooperation between the various state and non-state actors in the prevention of VAWG, in particular with regards to the following objectives: Improving data collection and analysis, standardizing quality control for support services for survivors of VAWG and implementing a functional referral system. 

Social Development Centers (SDCs), that function under the Ministry of Social Affairs’ mandate, will be supported in their role as they can be the first point of contact for women affected by violence. This echoes with a strategic measure explicitly provided for in the National Commission for Lebanese Women National Action Plan for UNSCR 1325. The main objective will be to support SDCs in particularly disadvantaged communities. 

In addition, selected CBOs and shelters will be strengthened to to carry out activities as well as to offer prevention and support services for survivors of VAWG

Objective of this Call for expression of interest:

The ideas proposed by the CBO’s shall address gender-based violence against women and girls through awareness raising activities.

The target groups of the projects can be women and girls affected by gender-based violence, as well as community at large.

The project ideas should focus on awareness raising activities based on a proven needs assessment and will serve the community where the project will be implemented.

Who can submit an expression of interest:

Local organizations registered and working in Lebanon whose missions include women empowerment, violence against women and girls, gender-based violence, SGBV, and other related topics.

Language of the expression of interest:

All expression of interest must be submitted in English or Arabic.

Anticipated time frame and project duration:

Projects are to be implemented within a period from 2 to 5 months, with a project conclusion no later than June 30, 2022.

• Questions and inquiries about the project ideas will be opened on September 20, 2021 at 10:00 am.
• The last date for receiving applications is October 31, 2021 at 12:00 am (midnight)

The maximum amount of funding is USD 15,000 per project

Expression of interest guidelines:

• Project ideas shall be submitted by registered NGOs
• Project ideas that include collaboration with Social Development Centres are encouraged
• Interventions that are built on previous projects impact and results are encouraged
• The applicant entity, must be able to work in the areas proposed
• The project ideas should include the needed arrangements by the applicant organization   to contribute to the NCLW “gender Barometer” which serves the purpose of enhancing the safe and ethical reporting of GBV on a national level. Shortlisted applications will receive further information regarding this matter
• We highly encourage applications covering vulnerable localities partially or not covered by other GBV actors

Additional guidelines:

• GIZ P-VAWG will conduct a 3 days mandatory training for the shortlisted ideas and will provide guidance on submitting an advanced proposal with all related sections (Project objectives, activities, indicators, goals M&E plan, indicators with means of verifications, risks and mitigation, detailed budget). The training will also cover the GIZ financial management requirements.
• GIZ P-VAWG has the right to reduce the proposed budget in case it included unreasonable, unjustified, or unrecognized costs.
• Applications submitted after the deadline will not be evaluated nor taken into consideration.

يفتتح مشروع "مناهضة العنف ضدّ النساء والفتيات في لبنان" بالتعاون مع الهيئة الوطنيّة لشؤون المرأة اللبنانية دعوة إبداء إهتمام تستهدف منظّمات المجتمع  المحلّي لمناهضة العنف ضد النساء والفتيات في لبنان.

 لمحة عن مشروع GIZ P-VAWG:

 يعتبر العنف ضد النّساء والفتيات مشكلة خطيرة وواسعة الانتشار في لبنان، يُحمّل المجتمع اللّبناني تكاليف اجتماعية واقتصادية باهظة.  مع استمرار وباء  كوفيد-19، أصبحت الظّاهرة أكثر تكرارا، لا سيما عندما يتعلق الأمر بالعنف المنزلي.

بتمويل من الحكومة الألمانية، يهدف مشروع GIZ-PVAWG إلى تطوير التّنسيق والتّعاون بين مختلف الجهات الفاعلة الحكومية والغير حكوميّة في مجال مناهضة العنف ضدّ النساء والفتيات، خصوصاً فيما يتعلّق بالأهداف التالية: تحسين جمع البيانات وتحليلها، توحيد معايير مراقبة الجودة لخدمات الدعم للنساء والفتيات الناجيات من العنف بالاضافة الى تنفيذ نظام إحالة فعّال.

سيتمّ من خلال المشروع ايضاً، دعم مراكز الشؤون الاجتماعية التي تعمل بإشراف من قبل وزارة الشؤون الاجتماعية لأنها غالباً ما تكون نقطة الاتّصال الأولى للنساء المتضرّرات من العنف.  يتردد صدى ذلك مع تدبير استراتيجي نصت عليه خطة العمل الوطنية التي تقدّمت بها اللّجنة الوطنيّة لشؤون للمرأة اللّبنانية لمجلس الأمن 1325 وسيكون الهدف الرئيسي منها هو دعم مراكز الشؤون الاجتماعية والمجتمعات المهمّشة بشكل خاص.

بالاضافة الى ما ورد ذكره، ستتمّ تعزيز قدرة منظمات المجتمع المحلّي ومراكز الإيواء المختارة لتنفيذ الأنشطة فضلا عن تقديم خدمات الوقاية والدعم للنساء والفتيات الناجيات من العنف.

الهدف من دعوة ابداء الإهتمام:

يجب على الأفكار التي سيتم اقترحها ان تعالج بشكل مباشر قضيّة العنف القائم على النّوع الاجتماعي والتي تطال بشكل مباشر النساء والفتيات من خلال أنشطة توعيّة.

يمكن أن تكون الفئات المستهدفة من المشاريع هي النساء والفتيات المتضرّرات من العنف القائم على النّوع الإجتماعي، بالإضافة الى المجتمع ككلّ.

ينبغي أن تركّز أفكار المشروع على أنشطة توعية ناتجة عن تقييم محلّي للإحتياجات على ان تخدم المجتمع الذي سينفّذ فيه المشروع.

من يمكنه التقديم على دعوة ابداء الإهتمام؟

المنظّمات المحلّية المسجّلة في لبنان والتي تشمل مهامها تمكين المرأة ، العنف ضد النساء والفتيات، العنف القائم على النّوع الإجتماعي والعنف الجنسي، وغيرها من المواضيع ذات الصلة.

اللّغة المعتمدة للتّقديم:

يجب اعتماد اللغة الإنكليزيّة أوالعربيّة عند كتابة المقترح.

الإطار الزّمني المتوقّع ومدّة المشروع:

من المقرّر تنفيذ المشاريع في غضون فترة تتراوح بين شهرين وخمسة أشهر، على أن يتم الانتهاء من المشروع في موعد أقصاه 30 حزيران 2022.

        ستتمّ اتاحة الفرصة لطرح الأسئلة والاستفسارات ابتداءاً من 20 سبتمبر 2021 في الساعة 10:00 صباحا.

        آخر موعد لتلقي الطلبات هو 31 أكتوبر 2021 الساعة 12:00 (منتصف الليل)

الحد الأقصى للتمويل هو 15,000 دولار أمريكي لكل مشروع.

مبادئ توجيهية لمقترات الإبداء عن الاهتمام:

• يتم قبول المقترحات المقدّمة من قبل المنظّمات غير الحكومية المسجّلة في لبنان.
• نشجّع أفكار المشاريع التي تشمل التعاون مع مراكز الشؤون الاجتماعية
• نشجّع تطوير مشاريع مبنيّة على أثر مشاريع السابقة ونتائجها
• يجب على المتقدّم بالمشروع أن يكون قادراّ على العمل في المجالات المقترحة
•     ينبغي أن تساهم الانشطة في بيانات "الباروميتر الجندري الوطني" الذي يخدم تعزيز الإبلاغ الآمن والأخلاقي عن العنف القائم على النّوع الإجتماعي في لبنان. ( ستتلقى الطلبات المدرجة في القائمة المختصرة المزيد من المعلومات حول هذا الموضوع.) 
• نشجع بشدة الانشطة التي تغطّي المناطق المهمّشة أو الغير مغطاة من قبل جمعيات أخرى في مجال مناهضة العنف القائم على النّوع الإجتماعي.

إرشادات إضافية:

• ستجري GIZ P-VAWG تدريبا إلزامياً لمدة 3 أيام لأصحاب المشاريع الاوفر حظّاً، وسيتم تقديم إرشادات بشأن المقترحات وتطويرها (أهداف المشروع، والأنشطة، والمؤشرات، الأهداف المتعلقة بالمؤشرات، المراقبة والتّقييم، المخاطر وإحتوائها والميزانية المفصّلة.)  سيشمل التدريب أيضا متطلبات الإدارة والمالية التي تعتمدها GIZ
• يحقّ ل GIZ P-VAWG تخفيض الميزانية المقترحة في حالة تضمينها تكاليف غير معقولة أو غير مبررة أو غير معترف بها.
• لن يتم تقييم الطّلبات المقدمة بعد الموعد النّهائي أو أخذها بعين الإعتبار.
