 Background

On behalf of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), and the European Union, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Local Development Programme for Urban Areas in North Lebanon in partnership with the Ministry of Social Affairs (MoSA). The “Local Development Programme for Urban Areas in North Lebanon (UDP_NL)” seeks to contribute to political stability in North Lebanon (which includes the districts of Tripoli, Dannieh-Minnieh, Zgharta, Batroun, Koura, Bcharri) through addressing critical issues to stability and conflict prevention in that region. The main target groups are vulnerable youth and women. The programme, by means of a range of activities, provides accessible and individual development-oriented life perspectives, especially for youth. This, in turn, will reduce social frustration and strengthen inter-communitarian relations. As an assumption, easing of tensions, especially in the most deprived areas, would prevent further hostilities and, in the end, contribute to more political stability in Lebanon.

The programme applies a holistic approach by integrating measures of income and employment promotion (module 1), infrastructure development (module 2) and strengthening of relationships between ethnic-religious communities in its projects (module 3). It works closely together with municipalities to implement sustainable, long-term projects. Projects are mainly implemented through national and international partner organizations involving the local population which increases the acceptance of the realized activities, and strengthens the civil society of North Lebanon.

GIZ is committed to contribute to the Sustainable Development Goals (SDGs)[1] , that referred to Disability in various parts of the SDGs and specifically in parts related to education, growth and employment, inequality, accessibility of human settlements, as well as data collection and monitoring of the SDGs (Goals 4, 8, 10, and 11). Thus we aim to implement activities that promote inclusive and equitable opportunities for all in a safe, non-violent, inclusive and effective environment.

The specific objectives of the programme are the following:

Specific Objective 1:

Reduction of social frustration in North Lebanon. The programme will tackle the social frustration linked to:

a) Poverty and unemployment

b) Poor urban environment through promoting income opportunities of youth and women, helping Micro, Small and Medium Enterprises (MSME) and supporting skills development. The rehabilitation and construction of urban infrastructure aims at promoting inter-communitarian exchange and to support different value chains

Specific Objective 2:

Strengthening of inter-communitarian relations in North Lebanon. The program seeks to strengthen these relations notably by improving the inter-communitarian relations at youth and children level

 

Objective

Under module 3 of UDP_NL which aims to strengthen social cohesion among young Lebanese (under 29 years). The module seeks to conduct inter-exchange events with youth from different communities to foster empathy, understanding, knowledge of other communities, and ultimately, social cohesion. Under the inter-exchange events, module 3 is looking for a service provider to execute a training for some inclusive sports activities (joining disabled and physically abled youth) for youth in T5 (Tripoli and the five districts of Al-Koura, Batroun, Bcharre, Zgharta and Minieh-Dannieh). The aim of those activities/project is to strengthen social cohesion and resilience among youth through a sport tool which combines youth from different communities, backgrounds and even physical abilities. Therefore, this activity forms an effective way to strengthen the inter-communitarian relations and contribute to greater openness of youth of the various communities to each other.

During the training, participants shall be trained on technical skills and life skills components. The participants will be given the chance to share their experiences and practice their aquired skills through training and exchange events (such as implemented tournament).

Due to the current measures in response to the Corona virus (lockdown) and other security issues (such as roadblocks) that may occur and would make the physical inter-exchange meetings impossible, flexibility is mandatory to compensate through online meetings and discussions and maximize the usage of digital tools as much as possible and when needed.

 

Service provider support in the activities   

  • Support in developing participants’ registration forms, selection criteria and development of the final selected participants list.
  • Develop the outreach materials and promoting them and ensure that they are approved by UDP_NL communication and visibility advisor.
  • Provide copies to UDP_NL focal person of the training materials. 
  • Close cooperation with UDP_NL focal person.
  • Plan and implement the needed logistics of the activities implementation.
  • Collect stories worth sharing or to be used at a later stage by UDP_NL visibility material.

 

Qualifications and Requirements

GIZ expects the service provider to a minimum of 10 year of experience in the field of designing, outreaching, and implementing inclusive sports activities; experienced trainers in developing suitable curricula/lesson plans; The training provider should also be able to organise and implement the outreach to the target group, select the participants, monitor, and report the progress of the trainees.

Eligibility Criteria:

  • Qualified individuals
  • CVs with proven relevant experience (inclusive sports that include the social cohesion aspect; Experience in implementing projects with international donors
  • Access to venues or training centres in the North governorate for the implementation of the suggested activities (either owned or has an existing access to e.g. having a current MoU with a specific venue) and strong outreach capacity and network in North Lebanon.  
  • Description of overall work plan, methodology, timeline, and coordination with GIZ UDP_NL; Impact on the social skills, sport skills, and social cohesion of the participants; innovation on suggesting several sport disciplines that inclusion can be practiced through.
  •  flexibility of the service provider i.e. if restrictions are introduced to combat coronavirus/COVID-19 (restrictions on air travel and travel in general, entry restrictions, quarantine measures, etc.), GIZ and the contractor are obliged to make adjustments to their contractual services to reflect the changed circumstances on the basis of good faith; this may involve changes to the service delivery period, the services to be delivered and, if necessary, to the remuneration.
  • It’s an advantage if the service provider is based in North Governorate.
