REQUEST FOR EXPRESSION OF INTEREST (EOI)

New construction and landscaping works, general contractor

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project the Local Development Program for Urban Areas in North Lebanon (UNP-NL). As part of this project GIZ intends to award contracts to an General Contractor for the construction and landscaping work for:

1. Public space Quobbeh in Tripoli, North Lebanon

2. Public space Kfar Akka in Koura, North Lebanon

Both construction projects will be implemented in close cooperation with the respective municipalities of Tripoli or Kfar Akka.

Interested contractors have the option to express their interest for just one or both projects. Accordingly, the contractor has to clearly declare its interest in the attached official letter and accordingly mark the selection with a cross under 7.0 in attached “A12 Questionnaire”. In any case the 2 projects will be tendered separately.

Projects description and scope of work

In order to achieve the professional implementation of the project interested contractors shall perform all works in a time efficient and professional manner. The planning and site super-vision will be done by an already contracted architectural office.

1. Public space Quobbeh

The construction side can be briefly described as below:

• Rectangular shaped plot area approx. 1300 m²
• Located in an urban, densely populated residential area
• Surrounded by roads from the 4 sides
• No existing construction on the plot nor fences

As per current design development the planned scope of work can be described as follows:

• Construction of an artificial turf football playfield with adequate sub grade and drainage system
• Establishment of other sport facilities such as basketball, outdoor gym etc.
• Establishing of a children playground area
• Establishment of recreational green space area
• Appealing greenery with irrigation system
• Walkways for pedestrians with seating arrangements
• Small kiosk or stall in the entrance area
• Installation of lighting system
• Construction of boundary wall and fence
• Detailed shop drawings and as build drawings are requested from the contractor as part of scope of work

2. Public space Kfar Akka

The construction side can be briefly described as below:

• Terraced plot area approx. 1025m²
• Located in some distance of residential area
• Accessible by one road
• Some site work was already implemented (e.g. ground leveling, natural stone retaining wall).

As per current design development the planned scope of work can be described as follows:

• New installation of football playfield with adequate sub grade, drainage system and artificial turf
• Establishing of children playground area
• Installation of lighting system
• Construction of boundary wall and fence
• Detailed shop drawings and as build drawings are requested from the contractor as part of scope of work

Timelines:

For both construction projects tender procedure from invitation to tender until signing of contract is expected to take place between May and June 2021. Construction work is expected to be performed and completed approximately within 4 months from signing of contract and must be finalized in 2021.

Application:

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest (letter to be attached)

2. Company details including full company name, full address, phone and email (data/information to be filled in A12)

3. Copies of original documents defining the constitution or legal status, place of registration and principal place of business (copies to be attached)

4. Copies of valid registration / licenses (all documents/copies to be attached separately):

• Certificate of quittance from the Lebanese Order of Public Works and Buildings Contractors
• Certificate from the Order of Engineers confirming membership of contractor key engineer to any one of the two Orders of Engineers in Lebanon
• “Good Financial Means” letter, if available

5. Company profile including number of employees (permanent / temporary/ in total) and number of professional staff qualified to perform the works, for the last three (3) years (to be filled in A12), and an organigram and short CVs for the key staff (documents like CVs, organigram etc. shall be attached separately).

6. Max. 5 “public space” reference projects for work of similar nature as specified above for construction of public spaces, sport facilities, etc. performed within the last five (5) years. (reference projects to be named and specified in A12, projects description max 2 DIN A 4 pages per project can be attached separately)

7. Total value of works for each of the reference project named/listed under 6) (data/information to be filled in A12)

8. Max 2 “artificial turf” reference projects for execution of football playground with artificial turf systems in line with FIFA standard (performed within the last five (5) years. (reference projects to be named and specified in A12, projects description max 2 DIN A 4 pages per project can be attached separately)

9. Annual total turnover for each of the last five (5) years (data/information to be filled in A12, copies with official third-party accounting reports for the annual turnover shall be attached separately)

10. Evidence of ownership of equipment and machinery necessary to execute the works or evidence of possibility to hire the same (data/information to be filled in A12)

All certificates shall be originals or legally certified copies of the originals.

The contract currency will be US-Dollar.
