GNFF is looking for an experienced and ambitious MEL Specialist to lead the anticipated 4-year AFD-funded BASATINE Project (Bolstering Agriculture Systems’ Ability to Invest, Nourish, and Employ) that aims to immediately address food insecurity and provide needed income and technical support to farmers to survive this tumultuous time, as well improve the capacity of food systems to maintain employment and growth in the longer term via stronger domestic production and system linkages.

The MEL Specialist will play a lead role in the implementation of the designed comprehensive monitoring and evaluation plan by developing appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to annual work plans or data collection techniques as/if needed. The MEL Specialist will train BASATINE project staff and liaise with the Lead partner and other program partners of the program on M&E reporting requirements and program learning strategies. The MEL Sp must capture the lessons learned/best practices and communicate this information in a cross-cutting approach to improve on-going programming.

She/he must ensure the effectiveness of the system and use the right-holders’ feedback in improving the quality of interventions. Furthermore, the MEL Sp will provide capacity building to the MEL team and ensures the qualitative and quantitative reporting are evidence based. The MEL Sp will ensure that all reporting to the Lead partner are submitted on time.

Education Degree Details:
• Master's degree or its international equivalent in social science, management, international development, monitoring and evaluation, or a related field preferred; or a bachelor’s degree and two additional years of work experience. • Minimum of 4 years of related work experience, with experience managing and implementing monitoring and evaluation and learning systems for donor-funded programs, preferably within education, livelihoods, or private sector development programs in Kenya or similar country contexts. • Demonstrated abilities in qualitative and quantitative M&E methodologies, in knowledge management and organizational learning, survey and research tool design, data collection and statistical analysis, qualitative research, and dissemination of results. • At least 3 years of experience of relevant work especially at local and international NGOs, Academic organizations, public agencies, well as with local communities, in the design and implementation of surveys and other data collection techniques. • Proven interpersonal and communication skills and the ability to lead multidisciplinary teams. • Ability to effectively use statistical analysis software such as STATA and SPSS. • Experience on the use of M&E systems to support a learning agenda and evolve a theory of change to maximize impact. • Oral and written fluency in English and Arabic.
