The project is Funded by the Federal Ministry for Economic Cooperation and Development of the Federal Republic of Germany (BMZ), through RET Germany, and implemented by GATE Lebanon.

Under the project "Improving Food Security, Livelihoods, and Inclusion of Women and Vulnerable Groups, and Promoting Gender Equality in North Lebanon," funded by BMZ through RET Germany in cooperation with GATE Lebanon, a program is being implemented to support business owners in Akkar.

Objective of the Consultancy and Scope of work

GATE Lebanon is seeking Legal aid consultant/s to provide coaching for 500 women and youth in Akkar and to support GATE Lebanon in achieving the Project’s operational and strategic goals. The project will serve vulnerable beneficiaries, mainly women and handicapped, including refugees in Akkar. The Legal Aid Consultant/s will provide his/their services to women, youth, and parents in order to equip them with the knowledge to understand and assert their rights in areas such as: human rights, women and child rights, handicapped rights, UN resolutions, labor law, civil status, property rights, and personal status registration processes.

The Legal Aid Consultant will be responsible for:

  1. Conducting group and individual legal aid sessions on key topics, including human rights, women and child rights, UN resolutions, labor law, civil status, property rights and registration, Civil status registration, and civil rights tailoring sessions to address the unique needs of women and youth, particularly refugees.
  2. Providing legal sessions with groups and individuals to address specific legal challenges faced by beneficiaries.
  3. Guide beneficiaries on navigating legal and administrative processes.
  4. Screening and assessing beneficiaries.
  5. Developing Informational Materials and create guides, handouts, and FAQs on relevant legal topics (labor law, civil status, property rights, Personal status registration, and civil rights) to distribute during sessions, and any other relevant topic identified during the coaching process.
  1. Develop Pre-assessment and post-assessment tests comprising of at least 10 questions on the specified topics to evaluate beneficiaries' knowledge and understanding and analyze the test results to provide feedback to GATE on any necessary modifications or improvements to the awareness sessions and the program.
  2. Coordinate with GATE to finalize the list of beneficiaries, training schedules, curriculums, session timings and dates.
  3. In coordination with GATE, the legal aid consultant will have to provide the number of sessions for each of the topics and courses.
  4. GATE will be responsible for undertaking the outreach beneficiaries, secure training facility and location, stationery, and other logistics to beneficiaries, in coordination with the legal aid consultant.
  5. The legal aid consultant will be responsible for travelling to the selected locations within Akkar.
  6. Gate will make efforts to arrange for two training sessions per day to facilitate and reduce the travel cost for the legal aid consultant: with no less than 5 hours for both sessions. The consultant will have to present his cost per day, in EURO currency.
  7. The legal aid consultant will provide in the offer how many beneficiaries could be hosted in each session of the selected training categories, and how many hours per session; so that GATE can examine the cost per trainee or each topic or course.
  8. Following each training session, the legal aid consultant will deliver a comprehensive narrative report (in English) detailing the session's challenges, beneficiary feedback, and any recommendations or adjustments to improve future training sessions.

The legal aid consultant will have to report to GATE Senior management team, which will be mentioned in the service contract. Reports will include progress reports, coaching sessions summaries, and final report mentioning all deliverables and impacts.

Eligibility & Consultant Profile:

  • The legal aid consultant must be certified to apply, and a member of Beirut or Tripoli BAR Association.
  • Proficiency in English language.
  • The legal aid consultant must possess experience with youth, and adult learning; with the ability to design customized training curriculum to various vulnerable target groups.
  • Demonstrated experience: at least 5 years of experience in legal aid or consulting, with a focus on vulnerable populations; experience with NGOs and similar scope of work are preferable.
  • Proven expertise in Lebanese labor law, civil status law, UN resolution, Human rights, and property rights etc.
  • Strong organizational and time-management skills.
  • Strong reporting, analysis, and communication skills

Payment Terms:

  • All payments will be made in EURO currency.
  • The payments will be made based on progress, as no advance payments will be provided by GATE.
