FHI 360 seeks qualified candidates to serve as a Subaward Accountant for the Lebanon Civic Action Accelerator Program, a five-year civil society strengthening program funded by USAID and implemented by FHI 360. The project will support a broad swath of civil society actors, building on prior civil society assistance accomplishments. Planned assistance interventions under this activity will increase the role of beneficiaries in shaping public policy (related to governance, human rights, protection of environment, and others); improve service provision; enhance the technical and administrative capacities of beneficiary organizations; and advance strategic collective action to advance rights and impact public policy. 

Job Responsibilities

The Subaward Accountant will contribute to the efficient and effective subawards management system by supporting overall subaward administration and compliance.  Reporting to the Finance Manager, the Subaward Accountant will support a portfolio of cash and in-kind grants and other types of subawards to local organizations in coordination with the technical and MEL teams on subawardee performance and the finance team on processing payment of subawards, reconciliation of advances, and obligation tracking. Tasks will include a wide variety of discrete transactions occurring at various stages of the subaward process. Other responsibilities include: 

  • Contribute to the grant lifecycle from solicitation design, competition, evaluation, pre-award assessment, budget negotiations, grantee financial reporting, award compliance, and close out
  • Support all aspects of the competition process, including dissemination, solicitation workshop logistics
  • Track applications and package for grant evaluation committee review
  • Create evaluation score card and document results of the evaluation committee meetings
  • Conduct pre-award assessment tool (PAT) with short-listed applicants, analyze results, determine what supporting documentation is required to address any concerns, and propose special award conditions for Finance Manager review.
  • Support short-listed applicants in finalizing budget and budget narratives, analyzing that costs are reasonable, accountable and applicable; obtain and review documentation to support budgeted costs; analyze direct and indirect costs to ensure correct budget calculations, etc.
  • Input subaward set-up in the project’s documentation management system and maintain updates and accurate data tracking throughout the life of the award
  • Support Subaward Manager with grant statistics, burn-rate and spending trackers, inventory reports, pre-close-out notifications, etc.
  • Ensure timely submission of grantee financial reports; review and analyze expenses to verify and validate accounting documents, process payment requests, advances and reconciliations, ensuring compliance with approved grant budgets and FHI 360 policies 
  • Conducts field visits to support the training of grantees and spot checks as required
  • Coordinate with the technical team on grantee reporting and finance team on grantee reimbursements, payments, obligation tracking, etc., concerning processing payments
  • Alert subaward manager on matters of concern and elements of risk that can be detrimental to successful subaward performance and recommend alternative approaches to overcome any negative impact; 
  • Develop and maintain strong relationships with counterparts (internal and external); 
  • Respond to audit matters (internal and external); 
  • Participate in grantee orientation sessions, providing guidance on financial reporting requirements
  • Support subawardees in implementing standardized procedures for efficient award and subaward management. 
  • Support Subaward Manager with modification requests and obligation increases
  • Track data for FHI 360 and USAID reporting requirements, i.e., FFATA
  • Maintain petty cash by operating, safeguarding, and making disbursements from Petty Cash fund.

Minimum Qualifications:
•    Bachelor's Degree or its International Equivalent in Accounting, Business, Finance or a related field; 
•    Requires at least 2 years of experience in supporting grant finance and administration, preferably within a USAID-funded project and/or in managing a USAID grant for a local NGO; 
•    Articulate, professional and able to communicate in a clear, positive manner with clients and staff; 
•    Ability to work under pressure with minimum supervision; 
•    Experience with databases and electronic filing is required to maintain the accuracy and integrity of sub award documentation and tracking
•    Extensive knowledge of accounting principles and funder rules and regulations is strongly preferred.
•    Good proficiency in computer software applications in particular Microsoft World, and Excel;  
•    Fluent written and verbal communication in Arabic and English required.
