The Lebanon Civic Action Accelerator Program (LEB-CAAP) is a United States Agency for International Development (USAID)-funded civil society strengthening program (2021-26) implemented by Family Health International (FHI 360). It will provide a combination of grants, technical assistance, and partnerships aimed at accelerating civil society activism to address Lebanon's compounded crises and advance long-term rights-based reforms.

LEB-CAAP is introducing its first grant opportunity: The Catalyst Fund for Relief and Response to address the increasing needs and challenges of relief and response actors in Lebanon, as a result of the compounded crises that are impacting the country. The Fund aims to strengthen the institutional capacity of civil society actors to continue and/or expand their existing services and help them improve the effectiveness, efficiency, quality, and inclusivity of their relief and response services.

 The purpose of this Annual Program Statement (APS) is to solicit applications for funding under the Catalyst fund for Relief and Response.  FHI 360 is seeking full applications from civil society actors looking to enhance their ability to serve and respond to the increasing relief and response needs of local communities, as they operate in an uncertain and rapidly changing environment.

LEB-CAAP held a solicitation workshop on April 8th, 2022,  to introduce the Fund and answer questions from potential applicants.

  • Applications for round 2 of the CFRR should be submitted through the online portal which will be shared in the second week of July 2022. Application questions are available in the attached document ‘Att. I’ for your reference.  Only online applications through the online portal will be accepted. Applications inserted as attachments through emails will not be considered.
  • Interested entities may obtain full details of the Annual Program Statement in the document ‘CFRR Annual Program Statement’ attached to this post.
  • Interested entities may refer to the consolidated "Questions and Answers" that arose during the April 8, 2022 solicitation workshop and written requests for clarification which were submitted via email by the April 12, 2022 deadline on Catalyst Fund for Relief and Response Solicitation Workshop | Daleel Madani (daleel-madani.org)
  • The Competition Timeframe of this APS is from April 1, 2022 until January 31, 2023. Applications will be accepted on a rolling basis with evaluation conducted on a quarterly basis, over 4 rounds, as per the schedule below.
  • To enter the second round of evaluation, applicants may apply on the application form which will be shared the first week of July 2022.
