Expertise France is implementing a project that deals with numerous stakeholders and beneficiaries, from both the public administration and civil society. The project involves a well-defined set of deliverables that must be attained throughout its 4-year period.
To ensure smooth execution, the project officer will provide support to the project team in all matters related to the project reporting, document drafting, and technical coordination across allcomponents. The officer will also facilitate communication with beneficiaries, oversee on-site activities, and adapt to evolving project needs and challenges.

- General objective
The objective of the role is assisting the component managers in implementing the activities of the project by supporting them in ensuring effective planning, coordination, and execution.

- Specific objectives
- Project Coordination & Implementation: Support component managers in daily project activities, ensuring timely execution, monitoring progress, and supporting coordination with stakeholders, beneficiaries, and international experts.
- Technical & Administrative Support: Assist in drafting project documents, reports, and presentations; support procurement processes and contract management; and contribute to monitoring and evaluation efforts.
- Capacity-Building & Stakeholder Engagement: Support the organization of conferences, workshops, training sessions, and meetings with project beneficiaries and partners, the civil society, and the donor community;
- Infrastructure & IT Support: Follow up on IT system upgrades, solar energy installations, and renovation projects, ensuring proper implementation, documentation, and compliance with project plans.
- Mission description
The main role of the project Officer is to support the implementation of the project’s activities, working under the supervision of the Deputy Team Leader, in close collaboration with the Component Managers and the other project officer. The position is based in Beirut, but the officer will work on regular basis both in the office and on the field.
Support the component managers within the three project components:
- Provide technical input for the transversal aspect of the project;
- Contribute to drafting and updating project documents such as work plan, calendar, project dashboards, and drafting/revising project narrative reports;
- Support the organization of the project’s steering committee and technical committee meetings: prepare relevant documentation and presentations;
- When the needs arise, be part of the call for proposal/tenders’ preparation and selection process of partners in coordination with the component managers and team leader;
- Work closely and coordinate with the Component Managers on reviewing grant submissions, ensuring the accuracy of their reporting in accordance with their activity planning, tracking the progress made, and maintaining documentation, all while providing the necessary guidance;
- Assist in organizing roundtables, workshops and training sessions and participate in such project activities;
- Take minutes of meeting when needed;
- Help component managers with processing payments for interns and transportation fees.
Support the international short-term experts within the three project components:
- Accompany short term experts (legal and interpretation support) in developing tools, technical documents, new procedures for the public administration beneficiaries;
- Support the short-term international experts’ missions to Lebanon and the study visits of Lebanese beneficiary administrations to French / European institutions (drafting TORs for missions, agendas, coordinating meetings with partners, beneficiaries and experts, logistics, etc.);
- Support component managers with the tracking of national and international expert deliverables, timesheets, and invoices;
- Contribute to the quality control of deliverables;
- Support with legal researches;
- Translate documents and deliverables from Arabic to English / French and vice versa;
- Assess beneficiaries’ needs and their translation into project activities;
- Monitor the local political, institutional and legal framework and report to the Team leader regarding any development (regulatory change, turnover or interlocutors …).
Support in matters related to upgrading work conditions (IT systems, solar energy, renovation):
- Collaborate with the IT expert and the IT support, and with the component managers, to ensure that the IT work is being implemented properly. This is done by following up on training programs, submittals, documentations, and the progress made on the archiving and workflow systems in relevant administrations;
- Oversee the work on solar systems by conducting regular site visits to assess progress, ensure that installation aligns with project timelines and quality standards, review reports from contractors, address any delays or issues, and maintain clear communication with stakeholders;
- Follow up on renovation works by conducting regular site inspections to ensure compliance with project plans and timelines, and coordinate with contractors, architects, and facility managers to address any emerging issues. Review progress reports, budget allocations, and procurement schedules.
