Midline Evaluation of the Shabake Project

The Shabake Project was designed in the framework of the localization of aid agenda and the need to strengthen Lebanese NGO capacities so that local recipients can take the lead in responding to crisis.

The project aims to help local and international Lebanese non-governmental organizations (NGOs) become lasting, key players in mitigating and ameliorating the effects of the Syrian refugee crisis on Lebanon and the subsequent crises that have emerged in the current context in Lebanon, including the COVID-19 pandemic and the Beirut Port Explosions.

The NGO partners selected for the Shabake project are comprised of 7 local NGOs, each of whom will receive support in developing their organizational and technical capacities. They will also have an opportunity to put their new institutional changes into practice via a humanitarian project that reduce vulnerabilities. In addition, each NGO partner will be invited to meet and directly interact with donors, aid providers, and public authorities working in the development-aid ecosystem.  

To this end, the Shabake capacity-reinforcement project is divided in four main component parts:

  • Component 1: Partner NGOs receive funding and tailored support to develop and implement their own-capacity-building plan, targeting all aspects of organizational management.
  • Component 2: Each NGO partner will have the opportunity to put their new institutional changes into practice via a humanitarian project that reduces vulnerabilities.  
  • Component 3: Improving and/or integrating the participation of the NGO partners in the development-aid ecosystem through networking events, knowledge exchange, and the promotion of a localization framework for Lebanon.  
  • Component 4: Having local NGO partners implement economic recovery and livelihood projects targeting the most vulnerable post the Beirut port explosion.

The Shabake midline evaluation is a process evaluation to be conducted halfway through the project. It will enable Expertise France to assess the project in terms of:

GENERAL OBJECTIVE: To assess and review the intermediate results of the Shabake project with a focus on the outputs progress and results in terms of timeframe, quality and management.

The application must include:

  • CV of the evaluator (and team members, if relevant) outlining previous evaluations and studies conducted as well as any relevant skills and experience.
  • Cover letter.
  • Budget proposal matching the article 7 timeline including the number of days of each task, daily rate, and total cost.
  • Annex I - financial identification form signed by the expert and the bank
  • Annex II - methodology and chronogram
  • MOF number certificate
