Finance Management, M&E, and Project Management Training
- Consultancy Description and Scope of Work
Expertise France is seeking the services of Finance Management, Monitoring and Evaluation (M&E), and Project Management consultants, to support its partners, Tabitha and Basmeh & Zeitooneh (B&Z), local NGOs focusing on supporting the most vulnerable across Lebanon. Both organizations have been closely working with Expertise France on several projects.
Tabitha operates in several areas across Lebanon and is implementing projects under several sectors such as Child Protection, Food Security, GBV, Livelihoods, Protection, in addition to Emergency Response.
Basmeh & Zeitooneh (B&Z) operates in several areas across Lebanon and other countries in the region. The organization supports vulnerable communities through several sectors such as Child Protection, Education, Food Security, Livelihoods, Peacebuilding, Protection, Shelter, and more.
Under this Description and Scope of Work you will find three sub-sections, laying out the terms for each of the services requested, and the qualifications the consultants are expected to meet.
Finance Management-Tabitha
The consultant, an expert in Finance, with proven experience in the humanitarian sector (experience with LNGOs is a must, especially within the Lebanese context) will meet with Tabitha’s team and develop a Finance Management training including Donors’ financial requirements.
Approach to Methodology
The consultant is expected to break down the mission, including delivering training, into tasks and phases and present it in the methodology that he/she/they are intending to implement.
The methodology is expected to be:
- Participatory.
- Time bound.
- Bounded by deliverables.
- Tailored to the partner’s needs.
- Inclusive of different donor financial management guidelines, requirements, and practices.
- Inclusive of audit practices and preparation of audit process.
Roles and Responsibilities
The Consultant
- Closely coordinate with Expertise France regarding the activities to be implemented.
- Ensure regular communication with both Tabitha and Expertise France throughout the capacity strengthening process.
- Collect data and information through the organization of brainstorming sessions and interviews with various key individuals working at Tabitha.
- Assess and analyze Tabitha’s Finance processes and workflows.
- Assess Tabitha’s Finance knowledge, expertise, and practices regarding Finance Management.
- Prepare and deliver a Finance Management Training which will address (1) Best Practices, (2) Readiness in case of emergencies, (3) Standards and Procedures, (4) Donor Requirements, and more if needed and based on the assessment with Tabitha.
- Prepare a final consultancy report laying out all the process (from meetings, activities, and deliverables).
Expertise France
Expertise France will contract the consultant and through the project management team will oversee:
- Reviewing and approving all expected deliverables with the consultant.
- Supporting the consultant in connecting and meeting with Tabitha as relevant.
- Overall monitoring of the assignment activities and the delivery of milestones.
Deliverables
The items expected to be delivered to Expertise France includes but not limited to:
- Inception report.
- Modified workplan (if needed).
- Results of the assessment of Tabitha’s Finance processes and workflows
- Training agenda and attendance sheets.
- Pre and Post test results.
- Material developed (the test, training material, etc.)
- Final consultancy report.
Qualifications
- Minimum of 7 years of proven experience in Finance Management with I/L NGOs in the humanitarian sector.
- Tangible experience in conducting training and the use of tools to triangulate and analyze information.
- Strong local knowledge and comprehensive understanding around capacity strengthening programs.
- Professional working knowledge of Arabic and English is compulsory.
- Extensive experience in delivering the deliverables mentioned.
- Ability to communicate, negotiate and adapt to work requirements.
M&E-Tabitha
The consultant, an expert in M&E, with proven experience in the humanitarian sector (experience with LNGOs is a must, especially within the Lebanese context) will meet with Tabitha’s team and develop an M&E Master Logframe and Master Plan for the organization.
Approach to Methodology
The consultant is expected to break down the mission, including delivering training, into tasks and phases and present it in the methodology that he/she/they are intending to implement.
The methodology is expected to be:
- Participatory.
- Time bound.
- Bounded by deliverables.
- Tailored to the partner’s needs.
- Inclusive of different donors’ M&E guidelines, requirements, and practices.

- Prepare and deliver an M&E Training which will address: (1) M&E fundamentals, (2) Performance Monitoring, (3) Data Analysis, (4) coming up with lessons learned, and more if needed based on the assessment with Tabitha.
- Prepare a final consultancy report laying out all the process (including meetings, activities, and deliverables).

Expertise France will contract the consultant and through the project management team will oversee:

The consultant, an expert in Project and Program Management, with proven experience in the humanitarian sector (experience with LNGOs is a must, especially within the Lebanese context) will meet with B&Z’s team to develop and conduct a Project Management training.

The consultant is expected to break down the mission, including delivering training, into tasks and phases and present it in the methodology that he/she/they are intending to implement.
The methodology is expected to be:
- Participatory.
- Time bound.
- Bounded by deliverables.
- Tailored to the partner’s needs.
- Inclusive of different donors’ project and program management guidelines, requirements and practices.
Roles and Responsibilities
The Consultant

- Collect data and information through the organization of brainstorming sessions and interviews with various key individuals working at B&Z.
- Assess and analyze B&Z’s Project Management processes and workflows.
- Assess B&Z’s Project Management knowledge, expertise, and practices regarding Project Management.
- Prepare and deliver a Project Management Training which will address (1) Coordination mechanisms and processes, and facilitating communication channels, (2) Developing workplans, project management tools, and ensuring time management, (3) Monitoring project progress, guaranteeing accountability, identifying gaps, and proposing solutions, (4) Following up on budgets, forecasting, data collection/analysis, and reporting, (5) Managing a team: conducting SWOT analysis, providing feedback and support, setting deadlines, conducting appraisals, and ensuring capacity building to the team, (6) Producing technical and analytical updates and its delivery to management, (7) Defining project’s structure, goals, and managing the needed resources, (8) Coming up with contingency and mitigation plans and more if needed and based on the assessment with B&Z.
- Prepare a final consultancy report laying out all the process (from meetings, activities, and deliverables).

How to apply
Application form:
The applicant is strongly advised to present a clear track history of working with I/L NGOS (especially within the Lebanese context) and producing said deliverables. The applicant should highlight his/her knowledge and experience in relevant sectors of the application.
The application should be inclusive of the three requested services; else applications will not be considered.
The portfolio of similar experience should be highlighted within the application either as a standalone portfolio (stressing out on relevant experience) or integrating said experiences in the application.

The deadline for application is 7th of April 2025.
- Bids Comparison
Bids will be assessed separately in accordance with the following criteria by awarding a score up to the maximum number of points per criterion as set out below:
Criterion 1: Financial Offer
The financial score (FS out of a maximum of 35points) will cover the comparison of the financial offers of all candidateshaving submitted a conforming bid.
Criterion 2: Technical offer
The technical score (TS out of a maximum of 65points) will cover the experience, portfolio, and CV of the candidates.
Sub-criteria for assessing the technical quality
Points
Proven professional experience working with Local or International NGOs, international organizations or agencies, or state institutions in Finance Management, M&E, and Project Management and development.

Portfolio of similar professional experience in preparing, facilitating, and delivering workshops related to Finance Management, M&E, and Project Management and Development.

- Payment Conditions
The payments will be divided upon completion of the required tasks.
- 30% upon contract signature
- 70% upon completion of services including the final consultancy report certified by a service completion form from Shabake 2 project management team.
