Expertise France is seeking the services of a Finance expert to build the capacities and strategizing abilities of one it’s local partners: the Lebanese Alternative Learning (LAL). The latter, a local NGO focusing on Education and operating in several regions across Lebanon, is seeking to reinforce the capacity of its Finance team, and a better use integration of finance assets such as data and reporting into its programming and strategy (from the short to long term).

The consultant, an expert in Finance, especially within the Lebanese humanitarian sector, with proven experience working with LNGOs, will (1) review and assess LAL’s financial system, (2) directly train and build the capacities of one of the LAL staff who will support LAL’s Finance department, (3) develop a financial reporting strategy which will help LAL’s integrate financial data into their long-term strategy, and (4) provide a report to LAL’s management and finance team regarding donors’ financial requirements.

 

 

 

 

 

  1. KEY TASKS AND DELIVERABLES

 

 

  • Develop a finance curriculum which will be delivered to all relevant LAL’s staff who will support the Finance department. This curriculum shall include: (1) Using the Financial Software CAPITAL; (2) Developing forecasts; (3) Reading and preparing budgets; (4) Understanding cashflow; (5) Drafting financial reports, in addition to any other finance activities that fall under LAL’s current system, or which could be needed after the system’s assessment.
  • Develop a finance reporting strategy which will be used by LAL at a strategic level especially when approaching donors. This strategy will provide ways for LAL’s finance team to integrate finance data into the organization’s long-term strategy.
  • Build LAL’s internal knowledge on donors’ financial requirements.
  • Prepare a final consultancy report which will include all annexes including but not limited to (1) the training content and additional literature, (2) the sessions’ progress, (3) the tests’ results (analytical results, in addition to a comparison of the trainees’ improvements), and finally (4) the attendance sheets and agenda.

 

  1. ROLES AND RESPONSIBILITES

 

Consultant:

  • Closely coordinate with Expertise France regarding the activities to be implemented.
  • Ensure regular communication with both LAL and Expertise France throughout the coaching process.
  • Prepare pre- and post-tests to be delivered and provided to the individual to be trained.
  • Validate with Expertise France the training material prior to the capacity building process.
  • Develop a finance curriculum which will include: (1) Using financial the financial software CAPITAL; (2) Developing forecasts; (3) Reading and preparing budgets; (4) Understanding cashflow; (5) Drafting financial reports, in addition to any other finance activities that fall under LAL’s current system or which could be needed after the system’s assessment.
