Position Description

EnCompass LLC is seeking a Gender, Youth, and Inclusion Learning Officer based in Beirut, Lebanon to provide support for systematizing norms and program learning in gender equality and youth inclusion. The Officer will support systematizing these norms through a variety of learning approaches, including designing, and facilitating learning events and conducting limited-scale analyses using social science research tools. Larger analytical efforts, such as gender analyses or assessments, may be conducted by consultant teams, which the Officer would help coordinate and supervise. We are looking for someone who brings gender and youth inclusion experience in the development sector in Lebanon as well as some familiarity with, or eagerness to learn more about, facilitation; collaboration, learning and adaptation (CLA); and program evaluation, assessment and research. The position requires a person who is detail-oriented, proactive, and can coordinate multiple technical activities simultaneously. 

This full-time position is based at the MEPL office in Beirut, Lebanon, office and will report to the MEPL Senior CLA Specialist.

Position Duties and Responsibilities

Essential functions:

  • Hold primary responsibility, along with the Senior CLA Specialist and Chief of Party, for ensuring that the MEPL Gender, Youth and Social Inclusion Action Plan is successfully carried out in accordance with its stated timeline.
  • Identify gender and youth inclusion knowledge/evidence gaps in USAID programming.
  • On a team basis with MEPL M&E specialists, conduct literature and secondary data reviews to compile evidence relevant to USAID programming in Lebanon, particularly related to gender, youth and inclusion issues. This is likely to involve analysis of monitoring data from USAID programs in order to summarize interventions and progress.
  • Coordinate larger gender, youth and inclusion analyses by helping design studies, support consultant teams and participate in finalization and quality assurance of deliverables.
  • Champion and apply EnCompass’ Gender Integration Assessment tool and other program resources to ensure gender, youth, and social inclusion during all stages of monitoring, evaluation, and learning activities.
  • Orient MEPL, USAID and implementing partner staff to gender and youth inclusion integration in MEL and the USAID program cycle.
  • Support the deepening of partner and mission-level integration of youth issues and gender-transformative thinking in program design and activity implementation by developing job aids and capacity building trainings.
  • Provide gender and youth sensitivity and inclusion training to MEPL M&E teams.
  • Support the Sr. CLA Specialist in facilitating broader CLA approaches by conducting special analyses or learning events as needed.
  • Engage fully as a member of the MEPL team, including participating in meetings and collaborating with other units on the team.

Position Requirements

Experience and Skills

  • Minimum of 3 years’ experience integrating gender and youth issues into monitoring, evaluation, and learning efforts in international technical assistance projects or related work.
  • Experience developing and delivering trainings on gender, youth or social inclusion required.
  • Experience working with/for USAID/US Government institutions or implementing partners required.
  • Understanding of, and experience in implementing USAID’s Gender Equality and Women’s Empowerment Policy or similar donor policy required.
  • Some understanding of the USAID program cycle or CLA approaches required.
  • Some experience with quantitative or qualitative analysis and analysis software is preferred; in lieu of experience, an interest to learn about analysis techniques in the application of gender and youth studies is required.
  • Experience in data visualization techniques for effective communication of evidence a strong plus.
  • Professional proficiency in oral and written English required. This includes an ability to participate effectively in formal conversations, read technical materials, and draft technical reports.
  • Authorization to work legally in Lebanon.
