Call for Expression of Interest Capacity Strengthening in Program Monitoring, Evaluation and Learning (MEL)

In August 2021, the United States Agency for International Development (USAID) Mission to Lebanon awarded EnCompass the five-year Monitoring and Evaluation Program for Lebanon (MEPL) activity. The purpose of this monitoring, evaluation and learning (MEL) contract is to supplement the monitoring and program management efforts of USAID/Lebanon staff and to verify, monitor, and support USAID program performance in the country. The primary goal of this contract is to improve performance management at all levels to help the Mission meet Agency requirements, make better-informed strategic and management decisions, and advance USAID learning on practical development approaches. 

Capacity strengthening and capacity sharing is a major part of MEPL’s technical agenda. They are also aligned with USAID’s localization strategy towards shifting more leadership, ownership, decision making, and implementation to the local institutions that possess the capability, connectedness, and credibility to drive change in their own communities. One of the delivery aspects of MEPL’s assistance is collaboration with at least two Lebanon-based organizations with the goal of strengthening their capacity to conduct credible and efficient MEL services, in support of USAID activities and similar Lebanon-based programs. By supporting local organizations with demonstrated interest and commitment to strengthen their MEL capacity, MEPL looks forward to supporting USAID objectives and the broader technical and professional capacity of the MEL community in Lebanon. 

MEPL seeks Lebanon-based companies or organizations to participate in a MEL capacity strengthening program designed to increase their a) MEL knowledge and skills, and b) broader organizational capacity to enhance their ability to compete for and deliver donor services in MEL. This is a Call for Expression of Interest. This is not a Request for Proposals (RFP) or a Request for Quotations (RFQ) and is not to be construed as a commitment for award. All costs associated with responding to this request will be solely at the respondent's expense.
