Lebanon Economic Reform and Infrastructure Investment(LERII)is a four-year programme, funded by the UK Government’s Department for International Development (DFID)to contribute to the Government of Lebanon’s vision of growth and prosperity, economic opportunities and social cohesion for Lebanese citizens. Originating from the UK commitment to CEDRE,LERII is fully aligned with both Lebanese and UK Government strategic priorities and will Support the preparation for investment in infrastructure led by the European Bank for Reconstruction and Development (EBRD) and Technical Assistance Facilities.


  • By submitting an offer in response to this RFQ, the offer or certifies that it and its principal officers are not debarred, suspended, or otherwise considered ineligible for an award by the British Government or the U.S. Government. DAI will not award a contract to any firm that is debarred, suspended, or considered to be ineligible by the British Government or the U.S. Government
  • Organizations with official registration or business license/ Individuals with MOF registration if applicable

  • Proposals must include:
          • A logo or a selection of logos (variations of the same logo as also welcome);
          • A narrative explaining the logo and, should the designer deem necessary, further elaboration on the logic behind the selection of shapes, colors etc.;
          • Competitive price for the creation of the logo. As this is a one-off assignment, no recurring costs are anticipated.

This RFQ is for the development of a logo for the LERII-TAF component. LERII-TAF will be producing a standard branding approach for LERII-TAF knowledge products and events that will reflect its aim, partnerships and approach. To that end, LERII-TAF is currently looking for a graphic designer to develop a logo that best represents the intended brand identity of the programme. LERII-TAF’s logo will be used with relevant communications and events associated with the programme:

  • Publications (e.g., quarterly/annual reports, knowledge products);
  • Banners, posters or backdrops for interviews or media events;
  • Media relations activities (e.g., press releases, briefings, presentations, interviews)
  • Any video content produced by the programme;
  • On recruitment postings for consultants etc.


For the purposes of this program, this RfP is being issued and consists of this cover letter and the following:

  3. Preparation Instructions – Financial
  4. Selection Process

Issuance of this RFP does not constitute an award commitment on the part of DAI, nor does it commit DAI to pay for costs incurred in the preparation and submission of a proposal.  Further, DAI reserves the right to reject any or all proposals received.  Proposals are submitted at the risk of the bidder.  All preparation and submission costs are at the bidder's expense.

Preparation Instructions – Technical

The logo must be easily identifiable and outstanding in the following respects:

  • It should be a simple, yet not simplistic, presentation of the programme’s brand identity: the simplest logos are the ones people remember the most.
  • It should be memorable, capturing the viewer’s attention and leaving a positive impression.
  • It should be relevant: those who see it should attach a meaning to it that reflects the work of the programme in supporting the Government of Lebanon to deliver successful economic reforms.


When creating the logo, it is important that designers keep in mind that the purpose of having programme’s own logo is threefold:

  • It will create recognition and credibility amongst stakeholders and will build stronger partnerships;
  • It will help to differentiate from other similar technical assistance facilities and become a flagship economic reform programme;
  • It will give symbolic presentation of programme’s main work areas, mission and direction through the theme colors and shapes of the logo.


LERII-TAF will follow DFID branding guidance and requirements. Hence, it is highly advisable that designers consider those when preparing their logo proposals. This assignment will build on DAI’s experience designing similar logos and brand identities for other DFID-funded programmes that have been implemented worldwide.
