Call for consultant: Development of Detailed Safety / Security Plans of Welthungerhilfe Project Areas in Lebanon

Welthungerhilfe has implemented projects in Lebanon since 2016 by remote-management, and is currently in the process of establishing an own presence in Lebanon.

Welthungerhilfe implements through local partners in Lebanon, and focuses here mainly on the regions Baalbek-Hermel and Tripoli.

The aim of the safety / security consultancy is to develop clear and detailed Safety / Security Plans for the WHH project areas and for the Beirut office (Coordination Office) which should include some of the following: (with potential others)

  • Review and understand the safety risk and threats and its dynamics in the project areas.
  • Make an inventory and assessment of the risks and threats for the project areas.
  • Update the Safety Country Context Analysis in each location
  • Develop Clear and Concise Safety Plans for each of the WHH Lebanon locations with the following issues addressed:
    • Naming safety focal points at the field level and office level, able to advise, coordinate and communicate in the events of safety threats.
    • Updating or preparing practical and usable SOPs.
    • Safe roads and routes in case of evacuation
    • Air evacuation for international staff with local airlines, to which location
    • Which transport-means to take, what to bring, what to leave behind
    • In case of hibernation, where, what to store (food, water, gas) etc.
    • Harmonization with UN and INGO safety plans, and evacuations
    • Detailing the options of where to evacuate, and with what options
    • Triggers for evacuations
    • Other related issues to be added as discussions develop

The consultant should address the following:

1) Discussions with WHH staff, INGOs and UN agencies at national and state level

Meeting with WHH staff, INGOs and UN agencies shall improve the understanding of the safety situation at the different project locations.

2) Assess the probability of occurrence

Conduct a risk- and threat assessment to identify the likelihood of the presence of hazards for the location. The analysis will layout further risk mitigation actions and needs for the location.

3) Advising on the procurement of suitable safety-related equipment and services.

4) Developing clear, concise and detailed Safety Plans for each of the WHH Lebanon locations (Baalbek and Beirut)

Responsibility: During the field work Welthungerhilfe will organise necessary transport and support for the assessment. Local guides, and drivers will be arranged by the organisation, if needed. The task can be completed by one person.

The consultant will work together remotely with the regional Security Adviser of Welthungerhilfe.

The duty station for the assignment is Beirut. A visit to Baalbek and the partner-organization is necessary

The duration of the assessment is expected to be 2 weeks. The timeframe of the assessment shall be as follows:

The evaluation will start in April 2020.

Deliverables / Output

  1. Prepare a final Lebanon Safety Plan report for WHH, which will be shared amongst the appropriate departments within WHH. The Lebanon Safety Plan must answer to the questions as laid out in sections 2 and 3 (but is not limited to these questions). The report will be submitted in English. The report shall contain a general summary and sections covering methodology, analysis, findings and recommendations for the future implementation of project activities in relation to the potential threats.  
  2. The Consultant will present his result during a debriefing at the Coordination Office in Beirut. The country office in Gaziantep could be connected to the debriefing via skype

The Consultant will outline a summary for Welthungerhilfe, how Welthungerhilfe personnel have to behave and which steps are necessary to ensure staff safety at our project localities.
