1. General information

 

a- Brief information on the project

The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy. Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labour market. The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), which lacks capacity at various levels to involve the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching.

 

b- Context

The cooperation between the school and the private sector is strengthened by offering Work-Based Learning (WBL) opportunities. The Work-based Learning aims at supporting trainees to apply the learned competences by matching them with businesses, as part of a Competency-Based Training (CBT) which includes 40 hours of training in schools followed by 80 hours within the business to exercise their skills on a practical level. During the WBL period, participants will be able to practice and acquire additional practical competences additionally to a boost in their work experience. After the completion of the training, an assessment is conducted by a third party to evaluate the competence acquired from the trainees.

The CBT trainings will be implemented inside the premises of public TVET schools all over Lebanon, while WBL will be hosted by companies in the schools’ vicinities. The purpose is to train interested participants on various practical training modules in the two sectors: “Maintenance of manufacturing machines” field on Baccalaureat Technique (BT) level and “Health Inspection and Food Safety” field on Technician Superieur (TS) level as listed in the Terms of reference.

 

 

The CBTs and WBLs will be implemented in the following regions and schools:

2. TS level “Health Inspection and Food Safety”

  • The Orthodox Vocational Institute – Akkar
  • Renee Mouawad Technical Institute (TI) – Zgharta
  • National Institute of Nursing Care – Bir Hassan
  • Bednayel TI – Bednayel
  • Nabatiyeh TI – Nabatiyeh

The short-term mission consists of surveying two target groups: The training participants and the companies hosting the WBL.

The training participants’ survey will be conducted each time 4 to 8 weeks after the end of a training session/edition with the aim to measure, for non-employees, the employment rate after the training and the impact with regards to “Improve employability of trained persons” of the course for the participants. As for employed participants, the aim of the survey is to measure the improvement in their skills and potential benefits “enhanced employment situation” (compensation, gratification, or promotion) that they may have received (improved employment situation). Through these surveys, the project will be able to measure the training's impact on the participants, their experiences with competence-based approach, and the extent to which they are applying the acquired skills in either a new role or their current position and mainly the outcome in terms of “better employability” for job seekers and already employed attendees.

As for the companies, the surveys will be conducted directly after the completion of the Work Based Learning (WBL) of each edition/course and considered as first direct feedback from the companies regarding the training content and trainees’ capabilities. The aim of the company surveys is to confirm that the competences of the TVET trainees meet their demands, which will help forge stronger connections with the business community. This engagement can lead to ongoing curricula improvement, collaborations, internships, job placements, and further opportunities for both the participants and the companies.

 

c- The contractor shall provide the following work/service:

1. Preparation (participants survey):

  • Review and suggest improvement of participant survey templates provided by the QuA-VET team in English language and translate them into Arabic language.
  • Prepare the template of the data entry answers on Excel in English and Arabic and share it with the QuA-VET team for approval.
  • Receive from the QuA-VET team the names of the participants and their contacts, alongside the end date of the training.
  • Prepare a schedule for the participants to be surveyed and share it with the QuA-VET team.

2. Implementation (participants survey):

  • Conduct participant surveys via phone calls. After 3 attempts of reaching out to the participants with no answer, the participant is considered non reachable.
  • Fill in the data in the previously approved templates in both languages, Arabic and English.
  • Send back the data to the QuA-VET team.
  • Refer immediately to the QuA-VET team if any complaint or comment is communicated by the participants or in case of a wrong phone number or information.
  • Prepare graphs and results reports according to a set of criteria provided by the QuA-VET team: level of satisfaction, percentage of participants who found a job, participants who got promoted, etc.

3. Preparation (companies’ survey):

  • Prepare the template of the data entry answers on excel in English and Arabic and share it with the QuA-VET team for approval.
  • Receive from the QuA-VET team of the schools the names of the companies and their contact details, alongside the end dates of the training.
  • Prepare a schedule for the companies to be surveyed and share it with the QuA-VET team.

4. Implementation (companies’ survey):

  • Conduct the companies survey via phone calls.
  • Fill in the data in the approved template in both languages, Arabic and English.
  • Send back the data to the QuA-VET team.
  • Refer immediately to the QuA-VET team if any complaint or comment is communicated by the companies or in case of a wrong phone number or information.
  • Prepare graphs and results reports according to a set of criteria provided by the QuA-VET team: level of satisfaction, skills improvement, behaviour change, etc.

The same company might be reached out more than once depending on the number of modules implemented in their premises. Each survey counts as one even if it is the same company.

The supplier should be available for follow up discussions after contract expiry

 

Administrative deliverables:

  • Filled excel tables with the given data from the participants and companies.
  • All documents produced should be delivered in digital form using exclusively MS-Office applications.
  • Timesheet for the record of the work done according to GIZ template.

 

d- Data protection

Personal data will be processed on behalf of GIZ. Therefore, an agreement on “Outsourcing of data processing (AuV)” will be concluded with the contractor in accordance with Art. 28 GDPR. For this purpose, the technical and organizational measures (TOM) for compliance with the data protection requirements must be outlined prior to conclusion of the contract. If the contractor has already been audited by GIZ in the past, an update in accordance with GDPR must nevertheless be sent. After a positive check, the contract is concluded with the AuV attachment.

 

e- Tender requirements

 

1. Qualifications of proposed staff

 

1.1 Team leader:

The team leader shall review the documents provided by the QuA-VET team to the company and serve as the main point of contact. In addition, he/she will be responsible for preparing the surveys schedule and the data entry template.

 

1.1.1 General qualifications

  • Education: Masters degree in statistics, economics or any related subject. (minimum requirement) Professional experience:10 years’ experience in research as statistician (minimum requirement)
  • Proficient in use of Microsoft Office (Word, Excel, Power Point) (minimum requirement)

 

1.1.2 Experience in the region/knowledge of the country

  • Minimum 5 years working in Lebanon

 

1.1.3 ​​​ Language skills

  • Business fluency in Arabic & English

 

1.2 Expert 1 & 2:

The experts shall conduct the surveys of participants and companies according to the agreed schedule.

 

1.2.1 General qualifications

  • Education: Bachelor’s degree in statistics, economics, public relations or any related subject (minimum requirement)
  • Professional experience:  5 years’ experience as customer service, or call center operator (minimum requirement)
  • Others: Proficient in use of Microsoft Office (Word, Excel, Power Point) (minimum requirement)

 

1.2.2 Experience in the region/knowledge of the country

  • Minimum 3 years working in Lebanon

 

1.2.3 Language skills

  • Business fluency in Arabic & English

 

During the course of the project, the contractor may submit further CVs of statisticians in line with the ToRs requirements for approval.

 

 2. Appropriateness of proposed concept

In the tender, the tenderer is required to show how the objectives defined, tasks to be performed (2.1) are to be achieved, if applicable under consideration of further method-related requirements, technical-methodological concept (2.2). In addition, the tenderer must describe the project management system for service provision.

Note: The numbers in parentheses correspond to the lines of the technical assessment grid.

 

The information regarding the processing of the contractors data are already featured in the general terms and conditions of contract which are concluded with contractors as part of a tender. The relevant information does not have to be included in the ToR.

As regards the obligations of the processor in its capacity as GIZ's data processor, these are set out in the AuV.

  7. Eligibility Criteria documents of the company:
  • At least EUR14,000 of average annual turnover for the last 3 financial years
  • At least 5 persons of average number of employees and managers for the past three calendar years
  • At least 5 reference projects in the technical field conducting surveys in various regions in Lebanon.
  • At least 2 reference projects in Lebanon in the last 3 years
  • Company Legal Registration documents translated to English (minimum requirement)
  • Experience in surveying people from various regions and cultural backgrounds in Lebanon (minimum requirement)
  • Experience in the industrial mechanics and food safety fields (preferred requirement)
  • Regional Experience in Lebanon (minimum requirement)

8. Kindly note that any price indication of any item in the technical offer may lead to disqualification.

 

ii- Financial Offer/Proposal, which should consist of: 

  1. Bank account details of the consulting firm inside Lebanon (fresh account if any)  
  2. Financial Offer (please use Annex1 and quote your fee in USD incl. VAT) 

 

Detailed instructions of the contents of your offer/proposal and the mode of presentation/submission are attached both in the ToR, assessment grid for eligibility check and Technical Assessment Grid. 

 

The technical offer has a weighting of T:70% and the price offer F:30% 

 

Additional Conditions: 

  • The currency of the contract is USD. The employer shall not be responsible for any currency fluctuation. 
  • The payment will be made via bank transfer to the company’s local bank account “fresh money”. 
  • Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers/quotations, it shall indicate that your offer has not been accepted. You shall not receive separate notice to this effect. 
  • Non -compliance may result in your bid not to be considered.
  • Applicants might be called for an interview.
